Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • The Ruhlin Company is seeking to hire a Project Controls Manager for its corporate office in Sharon Center, Ohio. This position reports to the Director of Operations.

    Position Summary: In conjunction with the Director of Operations and Field Operations Manager, coordinate project resources, including project engineers, project coordinators and interns to successfully execute projects. Provide training and assistance to project managers, project engineers and project coordinators regarding management practices, and standard operating procedures.

    Expected Outcomes:

    • Ensure all divisions are reporting and tracking project costs accurately; documentation is complete and consistent with company standards.
    • Communication with the Director of Operations is prompt and continuous.
    • Acknowledge and recommend employees who demonstrate advancement potential and provide appropriate training and development opportunities.
    • Safety, EEO, diversity, and quality goals are achieved.

    Position Responsibilities:

    Safety

    • Assist project staff in meeting or exceeding established safety goals.

    Quality

    • Monitor and ensure quality control for project documentation, margin review, manhour reporting, and quantity tracking for all divisions.
    • Work with project managers, project engineers, and project coordinators to ensure project startups, schedules, and costs are properly executed, tracked, reported, and maintained.
    • Assist in developing Company Standard operating procedures (SOP s) and Best Practices to be used by all divisions.

    Cost

    • Attend job status meetings for all divisions quarterly at minimum.
    • Assist Director of Operations and work with Project managers in preparation of claims as required.
    • Work with project managers and project engineers to ensure project schedules and cost tracking/reporting is accurate and complete.

    Staffing

    • Support the achievement of EEO and diversity goals.
    • Work with Director of Operations and Field Operations Manager on project staffing needs and assist with staffing assignments.
    • Attend job fairs and outreach programs as necessary to recruit future company employees.

    Training

    • Identify training needs and report to Director of Operations as necessary.
    • Develop training and mentoring programs for project management; ensure standard operating practices are being followed.
    • Train project staff as necessary to successfully complete assigned tasks.
    • Review and revise training manuals and processes as necessary.

    General

    • Monitor project cost reports and schedule maintenance; recommend corrective actions if needed.
    • Schedule and attend project handoff meetings and closeout meetings for projects.
    • Perform project manager/estimator duties when assigned.
    • Communicate and reinforce the Company vision, values, and goals to staff.
    • Perform additional assignments per supervisor s direction.
    • Perform software audits (HCSS, Viewpoint etc.) as it relates to operations.

    Essential Skills and Experience:

    • Bachelor s degree in Engineering, Construction Management, Business Administration, or related field.
    • Minimum 10 years of supervisory experience in the construction industry.
    • Extensive costing, scheduling, and estimating knowledge.
    • Previous experience in project management.
    • Outstanding time management and organizational skills.
    • Ability to efficiently perform multiple tasks concurrently.
    • Excellent computer skills.
    • Proficiency with Microsoft 365, Microsoft Teams, Viewpoint Vista, HCSS Heavy Job, preferred.
    • Excellent interpersonal and communication skills.
    • Strong team player.
    • Commitment to Company values.
