Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments. At AFRY, you can be yourself.Job DescriptionPROJECT CONTROLS MANAGERThe Project Controls Manager will be accountable for managing and delivering Project Controls core competencies which include Project Cost Controls and Progress Measurement, Engineering Project Scheduling, and Capital Cost Estimating.Responsibilities include:Lead and manage the project controls team of approximately 10 employees, including coaching/mentoring, career development/training, staff planning and utilization managementManage the project controls teams which include capital estimating, project scheduling and project cost monitoring, including trending Earned Value and overall forecast to complete.Manage monthly project progress reporting activities including planning, development, and maintenance to ensure early, accurate, and consistent reporting of project information.Lead the presentation of Project Controls reporting, at both a project and enterprise level.Responsible for effectively and proactively managing, controlling, and reporting on the cost and schedule for concurrent projects throughout the organization.Establish and implement standard project management best practices to help reduce costs and improve timeliness of project delivery.Perform quality checks and inspections on project controls deliverables.Perform project audits to validate accuracy of reporting and processes.Lead cross-functional efforts to prepare, maintain project expenditure forecasts.Harmonize project controls tools for the Americas, working with peer Project Controls Managers in Brazil, Canada and MexicoDevelop Proposals for entire project controls set of services for projectsPresent project controls systems, tools and expertise to clients to gain their confidence in our ability to deliver predictable project resultsPerforms other duties as assignedCost Monitoring and ForecastingValidate the accuracy of earned value management system reporting.Analyze progress measurement.Analyze progress curves.Assure accurate reporting of forecast to complete.ScheduleManage the development, maintenance, and monthly update process for the Primavera P6 templates and schedules for engineering delivery of client capital projects.Lead and manage the development of schedules from planning conceptual level to final design.Analyze and evaluate schedule management involving the critical path method of scheduling techniques, estimating, project cost management, forecasting and document control.Validate schedule progressEstimatingKnowledgebase of Association for the Advancement of Cost Engineering (AACE) principles and philosophies with the ability to guide and educate clients on classes of estimates and levels of accuracy, and the required deliverable sets and engineering completeness to achieve desired accuracies.Knowledgebase of Front End Engineering Delivery (FEED) and/or Front End Loading (FEL) workflows as they pertain to capital estimates as-well-as project cost and schedule delivery.Develop and Maintain a standard Basis-of-Estimate client report for all capital estimates.Support development of the estimating database which includes costs for labor, materials, and equipment used for construction for several markets for the Process Industries  Included in this data set should be benchmarking by industry for capital costs based on base project parameters.Develop cost estimates from planning conceptual level to final design. QualificationsMINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONSBachelor’s Degree in Engineering, Project Management or a related field.A minimum of seven (7) years of work experience performing similar duties in a multi-discipline engineering consulting firm.  Experience as a manager providing oversight to direct reports.Experience with applicable systems, software, and tools used for estimating, scheduling and controls including Primavera P6 and Microsoft scheduling tools.Experience in Earned Value Analysis and Rules of Credit for progress measurementWorking knowledge of AACE principles and philosophiesA combination of training, education and or experience that provides the required knowledge, skills and abilities may be considered when determining minimum qualifications.
