Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Job Description

    The Project Controls Portfolio Manager has a primary objective to provide expertise across all phases of the project from Engineering, Procurement, Construction , Commissioning (EPCmV) and Operations Readiness related to all aspects of Cost , schedule , risk and change management associated with the execution of CAPEX projects.

    The Portfolio Manager will act as an SME to the client project teams as required and provide Senior management with clear status updates and escalation of any relevant issues or risks to cost and schedule across the selected portfolio of CAPEX projects.

    The Portfolio Manager will be working with and providing guidance to the PDP Project Controls Leads allocated to each of these CAPEX projects based at the Clients sites.

    The Project Controls Portfolio Manager will aim to ultimately provide management with critical, decision-making information that ensures projects deliver on time and on budget.

    Main Responsibilities

    • Responsibilities include, but not limited to:
    • Implementation of a portfolio dashboard to highlight main milestones achieved, upcoming milestones, overall budget status and top risks and issues related to cost and schedule.
    • Frequent communication of portfolio status to Client senior management.
    • Provision of best-in-class project controls support to the Client controls teams from FEL0 to Project close out.
    • Provide specific input to the Client controls team at FEL0 regarding Operations Readiness Cost and Schedule to develop robust Business Case target costs and completion milestones.
    • Support the PDP Project Controls Leads assigned to the CAPEX projects with expert input on Cost controls, Estimating, schedule development, change management and risk management.
    • Support PDP Project Controls Leads to Implement a standardized suite of cost and schedule reports that enable senior management to make data driven decisions.
    • Perform trend analysis and actively evaluate project cost and schedule performance to identify potential risk areas, validate forecasts, and communicate those quickly to key stakeholders.
    • Provide client with review of Global Controls procedures and provide relevant feedback to ensure best in class Controls management guidelines.
    • Other work as needed in support of successful project delivery.

    Qualifications

    • 15 years of experience in CAPEX project controls and management, including planning/scheduling, cost control, change and risk management: preferably in Biotech or Pharmaceutical industries.
    • Ability to lead project controls effort within an operational area of the business to meet organizational objectives.
    • Comprehensive understanding of Work & Cost Breakdown Structure and project Coding structures and ability to implement cost management work processes on projects.
    • Significant experience in schedule set up, baselining, monitoring and controlling on large scale projects across the all phased of EPCmV.
    • Experienced in Estimate development for Large scale CAPEX projects.
    • Comprehensive understanding of risk and change management.
    • Demonstrated problem solving ability in cross-functional environment.
    • Advanced MS Excel, Microsoft project and P6 capabilities.
    • Excellent interpersonal , presentation and communication skills.
    • Flexibility to travel to various geographical locations intermittently.
