Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     We are searching for a talented Project Controls Director (PCD) for a full-time direct hire role with a Capital Construction Project Management firm. The PCD will be part of the Transportation team and will be working on High-Speed Rail Projects. This role will be located in Fresno.

    Job Responsibilities:
    • Lead the development, production, and upkeep of monthly reports aimed at focusing executive attention on key issues, impacts, and mitigations driving the achievement of top program-wide milestones.
    • Provide advice to leadership on enhancing or introducing key program-wide Project Controls systems/initiatives to optimize the Authority's ability to meet its goals.
    • Monitor and ensure detailed compliance.
    • Collaborate with Project Controls Managers to enhance and streamline Project Controls processes, ensuring accurate information for leadership.
    • Work with functional stakeholders to integrate detailed Project Controls requirements into future procurements, encompassing specifications, Contractor Interim milestones, delivery dates, liquidated damages, and handover dates.
    • Review and oversee change orders for contract compliance, actively participating in the Change Control Committee.
    • Interface with key departments involved in activities essential to design, construction, testing, and commissioning.
    Requirements:
    Bachelor's degree in Quantity Surveying, Construction Management, Business, Finance, or Engineering preferred.
    • Minimum of 15 years of progressively responsible experience.
    • Familiarity with transportation projects and disciplines.
    • Proficient in project controls principles and practices, managing project control teams for large-scale construction projects, and conducting cost, schedule, and risk analysis.
    • Professional certification as a scheduling professional and/or engineer is preferable.
    • Proactive and results-oriented self-starter with proven accuracy, reliability, and completeness in job accomplishment.
    • Knowledge of AACEi schedule analysis methods, expertise in Primavera P6, Acumen Fuse, PowerPoint, and Microsoft Excel.
    • Ability to write project reports and interact with individuals of varying technical levels and educational backgrounds.
    • Detail-oriented and highly organized, delivering accurate and timely results with a customer-service attitude.
    • Ability to produce and review deliverables, meeting timelines set by leadership.
    • Proficiency in Microsoft Excel, Microsoft Word, Microsoft Outlook, Visio, and cost management software.
    • Work experience on large programs with a proven track record.
    • Experience in delay analysis methodologies.
    • Ability to present oral and written presentations to clients and stakeholders.
    • Effective communication with different disciplines to gather scope of work and other information, and contribute to the development and review of schedules.
    • Experience in analyzing and reviewing schedules, as well as conducting time impact analyses.
