Project Controls Manager develops and implements standardized project controls to manage budgets, scheduling, and quality for engineering, construction, and other types of projects. Establishes controls and operating policies that identify, monitor, and mitigate risk factors that could impact the success of a project. Being a Project Controls Manager creates standard methods for project estimating, procurement, accounting, work breakdown structure, contract management, reporting, and other project-related processes. Ensures controls address cost or budget considerations, scope changes, supplier performance, and other risk levels. Additionally, Project Controls Manager provides guidance and consultation to project managers. Typically requires a bachelor's degree. Typically reports to a manager or head of a unit/department. The Project Controls Manager typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Project Controls Manager typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Job Overview

    The Project Manager is responsible for contract execution, authority to commit personnel, supply, subcontracts and financial resources to accomplish contractual obligations. Direct project planning, estimating, negotiations, execution, closeout, and related administrative support. Provide final approval for all project activities. Responsible for project support requirements, personnel payroll services, material suppliers, home office coordination, quality control and safety programs, and the utilization of small and small disadvantaged business subcontractors. Serve as the primary contact with the Contracting Officer, and provide guidance to subordinate staff to foster positive relations. Ensure responsiveness to Government requirements, timely completion of project milestones and (in coordination with Government representatives) develop future workload plans.

    This position is contingent upon contract award.


    Responsibilities

    Essential Duties & Job Functions:

    • Manages all operational aspects of project to include cost, schedule and technical performance management; personnel and subcontractor management; and other related operations activities.
    • Manages expectations and relationships with the client senior management, company senior management and project teams.
    • Anticipates problems and opportunities and addresses them appropriately and effectively.
    • Negotiates and oversees the development, implementation and reporting of performance metrics.
    • Performs continuous review of program performance results and interfaces with client to address status, operational issues, and metrics in a timely manner.
    • Defines and establishes the project organization and project staffing requirements.
    • Identifies resources required for the project and oversees employee selection, hiring, and development.
    • Leverages the full range of corporate resources to improve service delivery.
    • Ensures work is executed in accordance with company practices and values and client specifications.
    • Holds full accountability for the projects profit and loss for the corporate business line.
    • Provides the leadership, direction, and necessary resources to ensure successful and effective contract performance in the areas of safety; quality of work; cost productivity; compliance with established procedures; timeliness; accuracy; and cooperation.
    • Establishes and maintains a Safety Program in accordance with contract requirements and in compliance with corporate program.
    • Performs related work as assigned.

    Job Requirements

    Mandatory:

    • Bachelor's Degree from an accredited university in engineering, business administration/management or closely related field.
    • Ten (10) years management experience in large scale DoD organizations and base level functions to include facilities operations and maintenance, engineering, logistics, communication.
    • Minimum of three (5) years of hands on/direct experience as a Senior Level Manager on a DoD and/or other federal Government contract or operation in the areas of facilities maintenance and repair; engineering and construction services; logistics support services; or other DoD base operations support services related areas.
    • Current valid state issued driver's license with acceptable driving record.
    • Ability to obtain and maintain a SECRET Security clearance.
    • Ability to successfully pass any background checks and/or drug testing required on the contract.
    • Ability to use Microsoft Office programs (Word, Excel, Power Point) at an intermediate level.
