Digital Engineering Project Leader (Technical Project Manager 4)

    Welcome to the Associate Laboratory Directorate for Weapons Production (ALDWP) and the Pit Technologies (PT) Division. PT Division provides complex plutonium pit-related products and services of exceptional quality and value essential for the US nuclear deterrent and thus essential to protect our nation and promote world order. Our primary functions support Pit Manufacturing and Pit Surveillance and include groups dedicated to Pyrochemistry, Plutonium Machining, Assembly, and Foundry operations.     The PT Division is seeking a Digital Engineering Project Leader (DEPL) who will work with the Division to develop and implement a digital engineering strategy for the highly complex pit production process. The role involves creating and leveraging an information-rich manufacturing environment to increase production yield, reduce cost, reduce production risk, and minimize process downtime. The DEPL will grow and provide management and leadership of a digital engineering team toward successful acquisition, configuration, deployment and use of digital engineering process tools and platforms. The DEPL will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables while setting the standards for professional behavior and operational effectiveness.

    Minimum Job Requirements:


    Leadership: Demonstrated experience in providing leadership, strategy development, and overall direction for execution of complex and technically challenging projects requiring multidisciplinary integration across organizations. Demonstrated record of successful technical leadership and proven ability in team building, mentoring, resolving conflicts, motivating employees, and developing personnel such as students and/or early career scientists and engineers.

    Knowledge and Expertise: Expert-level knowledge and experience in digital engineering strategy development and implementation including requirements management, model based systems engineering, product lifecyle mangement, resource planning and execution, and associated data management. Experience in production including model-based definition, casting, forming, machining, welding and assembly, metrology, and quality control. Ability to develop and implement a plan to realize a comprehensively interconnected product realization process that can lead to predictive and adapting twins.

    Management: Proven ability to develop a plan that covers the program/project work from conception to completion with the definition of work breakdown structures to assign programmatic deliverables. Demonstrated experience in developing work scope, identifying necessary skills, schedules, budgets, and coordinating work activities. Experience performing work in a manufacturing environment and executing work in compliance with facility requirements, conduct of operations, conduct of engineering, and/or conduct of maintenance standards.

    Communication: Demonstrated excellent oral and written communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications. Demonstrated experience in developing and nurturing effective external and internal customer relationships. Demonstrated experience in interacting effectively with all levels of personnel, building trust, gaining consensus, and resolving conflicts.

    Education/Experience:

    Position requires a Bachelor's Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.

    Desired Qualifications:

    • Working knowledge of modeling standards such as UML, SysML and UAF.
    • Experience with PTC Windchill and Creo software for configuration data management and design definition.
    • A Bachelor's or Master's Degree in an engineering discipline from an ABET accredited institution.
    • Demonstrated knowledge of Laboratory weapons production and design activities.
    • Knowledgeable of Integrated Work Management (IWM) and Integrated Safety and Security Management (ISSM) procedures.
    • DOE Q Clearance and HRP Certification highly desirable.

    Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

    Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

    Additional Details

    Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

    Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

    *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

    HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

    New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

    Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

    Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the required period of continuous service, they may only apply for Laboratory jobs with the documented approval of their Division Leader. Please refer to Policy Policy P701 for applicant eligibility requirements.

    Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
