Project Management Manager manages and directs the work of project managers and provides managerial oversight for multiple projects. Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Being a Project Management Manager develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets. Addresses internal or vendor issues that may impede project delivery and develops solutions. Additionally, Project Management Manager tracks at risk metrics and facilitates actions to keep projects on track. Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting. Requires a bachelor's degree. May require a project management certification. Typically reports to a director. The Project Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Project Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Period of Performance: 548 calendar days.

    Salary Range: $80,000-$95,000 annually based on experience.

    Project/Position Overview:
    The work includes improvements and rehabilitation to three of the Park's most significant historic structures at separate locations approximately 8 miles apart within the Indiana Dunes National Park. Work varies for each site but generally includes full rehabilitation of Goodfellow Lodge, exterior and structural rehabilitation of The House of Tomorrow and utility installation, structural stabilization, exterior envelope rehabilitation, and roof replacement at The Bailly Homestead. Overall summary of work includes historic preservation, connections to municipal water and wastewater systems, installation of a new interior lift, accessibility improvements, restrooms, mechanical systems, new fire-sprinkler system with detectors and alarms, upgrades to lighting, power, security, and IT infrastructure, structural floor reinforcement, flooring replacement, roofing and repair/refurbishment of window and doors/frames. Work also includes removal and disposal of asbestos containing materials, lead-based paint and household hazardous waste items.

    All work performed on the facilities shall be undertaken with utmost care to ensure respect and preservation of natural and cultural resources. Work shall minimize disruption of on-going NPS operations and facility maintenance activities within the Park.

    This role is contingent upon award.

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Review contractor's baseline and progress schedules.
    • Draft project related correspondence for NPS to review and issuance. 
    • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
    • Deliver reports, reviews, evaluations, design work, etc. to CO.
    • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.

    Required Education, Knowledge and Skills:

    • Education and professional qualifications related to construction, architecture, and engineering.
    • 5 years related Construction Management Experience.
    • Minimum of OSHA 30-hour construction safety training required.
    • Experience and/or knowledge of National Historic Landmarks and the performance of historic restoration/rehabilitation work. Must have knowledge of the Secretary of Interior's Standards for Treatment of Historic Properties.
    • Duties will require inspections from scaffolding and rooftops.
    • Ability to work with multiple crews on multiple sites.
    • Experience and/or knowledge of abatement and lawful disposal of hazardous materials including bulk asbestos and lead-based paint.
    • Experience providing similar service to similar projects.
    • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
    • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
    • Ability to read and interpret plans, schedules, and other specifications.
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Average agility and dexterity. Duties will include moderate walking over rough, uneven or slippery surfaces, recurring bending, crouching, stooping, stretching, climbing ladders or similar activities, recurring lifting of moderately heavy objects less than 50 lbs. and regular visits to construction sites.
    • Knowledge of software including Microsoft Project, Word and Excel.
    • Maintain a valid driver's license.
    • Qualified applicant must be able to pass a background check.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
