Project Management Manager manages and directs the work of project managers and provides managerial oversight for multiple projects. Monitors project scopes, costs, schedules, staffing, communications, outside vendors, and contractual deliverables. Being a Project Management Manager develops standards, processes, and tools used for effective project scheduling and to set and manage quality targets. Addresses internal or vendor issues that may impede project delivery and develops solutions. Additionally, Project Management Manager tracks at risk metrics and facilitates actions to keep projects on track. Establishes data collection and reporting processes to capture key metrics of project activities and to provide periodic reporting. Requires a bachelor's degree. May require a project management certification. Typically reports to a director. The Project Management Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Project Management Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Salary Range:  $80,000-$95,000 DOE

    Period of Performance: 371 calendar days

    Project/Position Overview:

    Hurricane Florence first began as a tropical storm over the Cabo Verde islands on September 1, 2018, and developed into a hurricane on September 4, 2018. Hurricane Florence impacted Cape Lookout as a Category 1 hurricane on September 14, 2018, at 1:00 AM with sustained winds of 90 mph, and gusts to 105 mph. Cape Lookout National Seashore sustained damage from island wash over, wind, etc. causing damages to park resources including docks, waterways, buildings, landscapes, etc.

    Approximately 810 acres beginning at the Cape Lookout Light Station and continuing south toward the point of the cape is designated as the Cape Lookout Village Historic District. This area sustained damage to 100 historic structures and 1 cultural landscape. Repairs to historic fabric should be made in-kind adhering to the Secretary of Interior Standards for the Treatment of Historic Properties.

    This project will replace the roofs on all 8 structures at the Les and Sally's area, as well as exterior repairs and door replacement. This final determination of replacing asphalt shingles with metal roofing is the one way to harden these structures.

    The project restores park assets damaged by Hurricane Florence to pre-storm conditions to provide for visitor services, mission support (protect and interpret the significant cultural resources of past and contemporary maritime history), and other essential park functions.

    Responsibilities and Duties:

    • Provide technical assistance and support to CO during construction. 
    • Knowledge of and experience with construction practices directly related to historic stone masonry, road engineering and drainage features, and work around critical habitat and sensitive archeology.
    • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site. 
    • Document issues encountered and problems experienced with the construction contractor. 
    • Review contractor's baseline and progress schedules.
    • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.  Understand and document pre-inspections, inspections during construction, and post inspections.
    • Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.  

    Education, Knowledge and Skills:

    • 5 years construction Management Experience preferred.
    • The cost estimator, have 5 years’ experience doing construction estimates, including heavy civil projects, and proficiency with common construction industry estimating software programs (eg, RS Means, PlanSwift, etc.)
    • Minimum of OSHA 30-hour construction safety training required.
    • Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
    • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
    • The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
    • The ability to define and document scope changes either required by the owner or a result of a differing site condition.
    • The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress.
    • Ability to evaluate payment requests as they relate to percentages/dollars/activities.
    • Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans and Specifications.
    • Familiarity with the use of Project Management software programs
    • Written and verbal communication, problem-solving, and conflict resolution skills
    • Average agility and dexterity. 
    • Knowledge of software including Microsoft Project, Word, Excel, and Primavera or equivalent scheduling software
    • Maintain a valid driver's license.
    • Ability to communicate effectively with a diverse range of individuals.
    • Ability to multi-task and prioritize in a fast-paced work environment.
