Project Manager - Construction directs day-to-day construction project management planning and execution processes to meet project design requirements, schedules, and organizational financial objectives.     The purpose of this Statement of Work (SOW) is to obtain Contractor Acquisition, Logistics, Configuration Management, and Technical Support Services to support the United States Coast Guard (USCG) Project Resident Office Gulf Coast (PROGC).

     

    These support services require on-site at PROGC facilities, on-demand surge support, and a contractor furnished warehouse to augment PROGC capability as dictated by ship construction issues and PROGC resource availability.

     

    Specialties of work to be performed include: Quality Assurance (QA), Combat Systems Technical, Engineering Technical Program Management, QA Process and Deficiency Records Management, Acquisition and Life Cycle Logistics, Configuration Management (CM), Government Furnished Equipment (GFE) Property Management, Project Management, Test Plan Management, Data Management, and Government Furnished Material (GFM) Management.

    Responsibilities

    As the Project Manager for this contract you will support the USCG in acquiring highly capable National Security Cutters (NSC), officially designated as the Coast Guard, Maritime Security Cutter, Large (WMSL), Legend Class. The USCG PROGC is responsible to the USCG Acquisition Surface Directorate (CG-932) for oversight and management of the production and delivery contracts for the NSCs that are being constructed at the Huntington Ingalls Industries (HII) Shipbuilding located in Pascagoula, Mississippi (MS). PROGC is co-located with HII.

     

    The USCG NSC Program has currently accepted 9 cutters with the 10th and 11th cutters in production. These cutters span multiple stages of the acquisition cycle from the beginning stages of construction,

    post-delivery and transition to sustainment. There is continuing congressional interest for additional NSCs as part of future appropriations; there is potential for NSC 12 production to be awarded. The NSC build cycle is approximately three years elapsed time for each NSC from contract award. The NSC Program is dynamic and requires flexibility and innovation. While the main design of the ship is stable it does require constant contract assurance oversight and creativity to ensure the systems continue to remain effective and optimal to the fleet and to meet the sponsor requirements while maintaining cost, schedule and performance parameters.

     

    • As the project manager you will assist PROGC in the oversight and surveillance of NSC production schedules and milestones. The Contractor, under the task assignment of the PROGC Production Lead/TAM shall assist in the planning, coordination, review, development, integration, and execution of PROGC Production oversight responsibilities. Project Management Support includes, but is not limited to the following tasks:
    • Conduct detailed analysis of shipbuilder’s Integrated Master Schedule (IMS) for all NSCs under Production and Deployment (P&D) contract. The IMS is an integrated, resource-loaded, schedule containing the networked, detailed tasks necessary to ensure successful project execution by the shipbuilder and utilizes a critical-path methodology. The NSC IMS consists of approximately 18,000 line items, includes 1 major sub-contract IMS, and is detailed to 9 levels of indenture. It is noted that the shipbuilder generates “mini-networks” to manage a schedule recovery effort or emphasize near-term objectives such as a contract milestone, e.g., vessel launch.
    • Conduct analyses of the IMS, and any other shipbuilder produced schedules. At a minimum, the analyses shall include:
      • Determine compliance with the NSC Production Contract/ELIN requirementsDetermine compliance with Defense Contract Management Agency (DCMA) standards and ANSI-EIA 748 guidelines
      • Identify existing and potential problems that could impact the on-schedule completion or otherwise pose risk to project cost, schedule, or performance objectives of the NSC(s) Production and Delivery Project.
      • Assess probability of the shipbuilder meeting contract milestones
      • Determine shipbuilder compliance with QMS processes, procedures, and associated guidance.
      • Develop reports of findings from detailed analyses of shipbuilder’s Integrated Master Schedule or other shipbuilder produced schedules as required by the PMR.
    • Provide input to, and evaluation of, production risk management efforts to include risk planning, identification, analyses, and mitigation activities.
    • Develop and provide Performance Metrics, Analyses, and Trending, as required by PMR.
    • Provide recommendations to PMR related to project control, corrective actions, and recovery methods.
    • Develop and provide comprehensive reports and presentations to management detailing problems, potential problems, and risks to project cost, schedule, or performance goals.
    • Develop/maintain NSC physical progressing model.
    • Audit shipbuilder’s reported physical progress as directed by the PMR.
    • Conduct production surveillance in shipbuilder’s facilities and onboard the under-construction NSC.
    • Provide general writing services in response to TAM/COR tasking to include:
    • Development of data submittals
    • PROGC Management Process Plan Development - required PROGC processes or as needed to address issues or deficiencies identified during contract surveillance.
    • Generate Contract Correspondence (letters, reports)
    • Provide support to the PROGC Business Manager:
      • Assist in validating shipbuilder EVMS variance reports such as Contract Performance Reports.
      • Assist in determining PMB compliance and EAC analysisEvaluate data submittals, ECPs, WFCs, and RFW, and RFD for production impact.
    • Provide assistance in technical oversight for the shipbuilder’s execution of engineering CDRL development. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned Task Manager for documentation in the contract history file.
    • Attend meetings as assigned to execute tasking.
    • Provide routine and surge support.

      • Comprehensive knowledge of DOD military specifications and standards
      • Demonstrated Expert: Seven (7) years of concurrent, relevant experience in shipbuilding, ship maintenance, logistics, and Project Management.
