Position Title: Construction Management Representative
Location: Big Thicket National Preserve near Kountze, Texas.
Salary Range: $80,000-$95,000 DOE
Period of Performance: 173 calendar days

Project/Position Overview:
The project will repair and protect the pedestrian bridge abutments on the Kirby Bridge (Village Creek) and Turkey Bridge (Turkey Creek) along the Turkey Creek Trail. The bridges were damaged in past hurricanes and have been impacted by multiple weather events and erosion, and the foundations are failing. Specifically, the soil supporting the bridge sills was eroded by storms. Due to the erosion undermining the footings of Turkey Creek bridge, it has been closed to visitor use.
This project will stabilize the bridge foundations by bracing the eroding slopes beneath the bridges with a rock "mattress." This is a wire mesh structure that will be filled with small-medium sized rocks. The project work consists of but is not limited to adding rip-rap adjacent to existing timber walls, addition of material as needed, re-grading adjacent areas, removal of portions of failing timber walls, repair of timber wall bracing, re-grading of adjacent areas, and addition of material as needed, addition of helical piers under the bridge abutment to stabilize the bridge foundations, placing Geotech fabric and rock mattresses along the slope as needed.
Responsibilities and Duties:
- Provide technical assistance and support to CO during construction.
- Knowledge of and experience with construction practices directly related to historic stone masonry, road engineering and drainage features, and work around critical habitat and sensitive archeology.
- Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
- Document issues encountered and problems experienced with the construction contractor.
- Review contractor's baseline and progress schedules.
- Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards. Understand and document pre-inspections, inspections during construction, and post inspections.
- Demonstrated ability to prepare draft modifications, independent government estimates, responses to requests for information, process submittals, prepare field observation reports and conduct progress meetings and prepare meeting minutes.
Education, Knowledge and Skills:
- 5 years construction Management Experience preferred.
- Knowledge of and experience with construction practices directly related to historic stone masonry, road engineering, and drainage features, and work around the critical habitat and sensitive archeology.
- The cost estimator, have 5 years’ experience doing construction estimates, including heavy civil projects, and proficiency with common construction industry estimating software programs (eg, RS Means, PlanSwift, etc.)
- Minimum of OSHA 30-hour construction safety training required.
- Knowledge and experience with construction practices including applicable building codes, applicable safety regulations.
- Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
- The ability to understand cost estimates broken down at a minimum to prime and subcontractor labor, equipment, materials, overhead and profit and the ability to evaluate proposals broken down to that level.
- The ability to define and document scope changes either required by the owner or a result of a differing site condition.
- The ability to understand and document negotiations between the Government and the Construction Contractor for the technical scope requirements, prime and subcontractor labor, equipment, material, overhead and profit. Ability to read and interpret the construction schedule to evaluate and document progress.
- Ability to evaluate payment requests as they relate to percentages/dollars/activities.
- Ability to read, interpret, understand, observe, document, and confirm conformance to the Construction Contract, Plans and Specifications.
- Familiarity with the use of Project Management software programs
- Written and verbal communication, problem-solving, and conflict resolution skills
- Average agility and dexterity.
- Knowledge of software including Microsoft Project, Word, Excel, and Primavera or equivalent scheduling software
- Maintain a valid driver's license.
- Ability to communicate effectively with a diverse range of individuals.
- Ability to multi-task and prioritize in a fast-paced work environment.
