    The Richmond City Sheriff's Office is seeking highly qualified candidates for the position of Information Systems Manager. The Information System Manager is a supervisory position of the Richmond Sheriff's Office. This position is charged with the responsibility of planning, coordinating and directing the Information Systems Division functions within the Richmond Sheriff's Office. This position has responsibility for the management of the Information Systems Division. The normal hours of work are 0800-1630 hours, Monday-Friday. Occasional overtime and travel may be required.

    The Information Systems Manager reports directly to the Director.

    Responsibilities

    • Provides leadership for and manages the daily operation of the Information Systems Division
    • Supervises, directs, assigns and evaluates division personnel
    • Identifies staff development needs and resources
    • Sets priorities for developing and implementing computer and telecommunications systems
    • Provides Sheriff and/or designee with periodic reports and recommendations pertaining to operations, work programs, goals and visions for the division
    • Develops division budget and makes projections for future costs and utilization
    • Develops and/or maintains weekly, monthly and yearly statistical reports and spreadsheets dealing with a variety of areas involving inmate populations, transportation, vehichles, appointees, etc.
    • Negotiates Information Systems vendor purchases
    • Responsible for reviewing, analyzing the need, preparing specifications and purchasing all new computer equipment to ensure smooth transitions into and with existing platforms
    • Responsible for reviewing/analyzing new computer systems to insure smooth transitions into and with existing platforms and systems prior to implementation to minimize adverse impacts on data integrity
    • Prepares and submits studies and statistical reports as required/requested by the U.S. Bureau of Census and the U.S. Bureau of Labor
    • Serves as technology liaison with the City of Richmond Department of Information Technology
    • Develops, implements and maintains Web Based applications for the Richmond Sheriff's Office Web Site
    • Monitors usage of the NCIC/VCIN system and equipment to insure compliance with the rules and regulations as promulgated by the Virginia State Police and the Federal Bureau of Investigations
    • Carries out any and all duties as directed by the Information Systems Director or his/her designee

    Qualifications

    • Four-Year Degree, preferably in a field which offers an opportunity to gain a well-rounded Information Technology background or a combination of education and experience
    • Good Project Management Skills
    • Excellent Written and Oral Skills; Ability to communicate ideas in both technical and user-friendly language; analytical and creative problem solving abilities
    • Proven experience with systems planning, security principles, and general software management best practices
    • Proven experience in overseeing the design, development, and implementation of software systems, applications, and related products
    • Knowledge of applicable data privacy practices and laws; ability to conduct research into system issues and products as required
    • Possess a minimum of seven years experience in computer systems design, implementation and management
    • Minimum of five years of experience in the supervision of personnel is required
    • Must be fully vaccinated for COVID-19
