Property Manager manages the day-to-day operations for a property or portfolio of properties. Responsible for coordinating routine and emergency maintenance, selecting and managing contractors, and leading property improvement projects. Being a Property Manager develops financial and business plans for profitable property ownership. Oversees budgets, lease administration, and tenant service delivery. Additionally, Property Manager may initiate or assist with the buying and selling properties in the portfolio. Requires a bachelor's degree. Typically reports to senior management. The Property Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Property Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Scope & Purpose:

    Under the direction of the Director of Operations, the Property Manager will be responsible for overall site operations and supervision of staff. A collaborative spirit and teamwork are essential to enhance the work experience.

    Duties and Responsibilities:

    Financial:

    • Understand and align with financial goals, operating in the best interests of owners and investors.
    • Maintain accurate records of project transactions and submit timely monthly reports.
    • Ensure timely collection, posting, and depositing of rents and fees.
    • Generate necessary legal actions and documents in compliance with state and company guidelines.
    • Submit A/P invoices to the corporate office for payment.

    Leasing & Marketing:

    • Maintain a professional image and attitude.
    • Adhere to Policy Handbook and Procedures Manual.
    • Conduct interviews and income verifications.
    • Prepare files for compliance department review.
    • Ensure property is rented to fullest capacity.
    • Review and monitor advertising, email, website, and marketing for accuracy.
    • Assist in special resident and leasing events.

    Administrative & Maintenance:

    • Train new staff on company policies and procedures.
    • Maintain tickler files for day-to-day operations.
    • Confirm all leases, renewals, and paperwork are accurately input into the software system.
    • Complete necessary monthly occupancy and financial reporting.
    • Respond to maintenance requests in a timely manner.
    • Coordinate annual unit inspections and inspections for building mechanicals.
    • Obtain bids for different projects and track inventory and supply purchases.
    • Compose and type correspondence and documents.

    Resident Retention:

    • Maintain professional communication with residents, applicants, and representatives.
    • Address resident concerns promptly and professionally.
    • Develop resident retention programs and distribute company/property notices.
    • Enforce property policies and procedures.
    • Measure tenant satisfaction through periodic surveys.

    Qualifications:

    • Five (5) years of multi-family residential management experience, with a minimum of 3 years in affordable housing, preferably HUD project-based Section 8.
    • Knowledge of HUD rules and regulations, Fair Housing Laws, Landlord-Tenant Law, OSHA Standards, and local/state building codes.
    • High school education or equivalent.
    • Excellent computer skills, including Microsoft Office (Word, Excel, Outlook).
    • Ability to work independently, organize tasks, manage time, and prioritize projects.
    • Experience with Section 8 voucher submission, special claims, MORS, REACS, and tax credit.
    • Experience with Yardi Voyager or similar property management software.
    • Excellent communication skills, both verbal and written.
