Evidence & Learning Specialist.

The Evidence and Learning Specialist position will be responsible for supporting the Pulte Institute's Evidence and Learning Division with the design and management of its research portfolio. Daily functions will include conducting literature reviews related to its research areas, designing and implementing research activities, coordinating and leading primary data collection activities, conducting qualitative and/or quantitative data analysis, drafting reports which communicate results to policy-makers, donors and other non-academic audiences, supervising research assistants, and other functions related to the quality execution of projects within the Evidence and Learning Division. The Specialist will also contribute to developing and
submitting proposals on behalf of the Pulte Institute and will at times represent the Pulte Institute's Evidence and Learning Division activities and results externally. The Specialist is expected to take on the role of co-PI, and co-authorship is expected.
Work as part of the Pulte Institute Evidence and Learning team: (1) Provide input to formulating division strategies and goals, long-term planning, and in translating research to affect policy and practice; (2) Participate or lead division and institute working groups; (3) Participate or lead sessions in division or Institute strategic retreats.
External Communication: (1) Share results of evaluation initiatives, both internally at Notre Dame and externally via presentations and other communications; (2) Lead the preparation and presentation of Pulte Institute project and research results to appropriate external audiences.
Implement Evidence and Learning projects: (1) Support the high-quality implementation of research studies for the Pulte Institute. This will include a significant proportion of time on current
division funded activities, including ERIE and other research funded by BHA; (2) Coordinate international research involving primary data collection in partnership with lead researchers, from
design to final report, in partnership with technical specialists; (3) Conduct data analysis, both quantitative and qualitative, using the most rigorous and cutting edge methods; (4) Produce
reports and presentations that can be presented to non-academic audiences, including policy-makers, donors and the general population; (5) Coordinate the implementation of our proprietary
asynchronous Data for Development course to students including global international development practitioners.
Business and resource development: (1) Conduct background research on programs and/or policy areas related to Pulte Institute proposal development efforts; (2) Support the grant writing process, particularly in the production of technical research plans; (3) Review and edit draft proposals as necessary.
This is a 3 year limited term position.
Minimum Qualifications:
Masters degree or Bachelors degree (5 years) or advanced certification beyond Bachelors. Areas of expertise could include economics, public policy, sociology, demography, political science, international affairs, anthropology, education, etc.
Excellent interpersonal skills and demonstrated ability to interact professionally and strengthen capacity among colleagues from culturally diverse backgrounds and in different project settings.
Quantitative and qualitative data analysis software expertise (Stata, R, Atlas-ti). Demonstrated experience in managing multiple tasks simultaneously with a high attention to detail and operational excellence.
Ability to travel internationally.
Preferred Qualifications:
1-2 years of experience. Practical experience across a broad range of programmatic areas and contexts. Experience working on USAID grants. Geospatial analysis. Foreign language speaking ability.
