    Responsibilities

    MTSI is seeking a Contracting Support Professional with a TS/SCI clearance to provide support to a Government Office at WPAFB, Ohio. As a Contract Closeout Specialist, you will be expected to work independently to analyze and process simple and complex contracts for closeout. You will collect and prepare all documentation and perform all non-inherently governmental functions necessary for closeout, up to the point that a Contracting Officer’s warrant is required for signature or further action. You will provide tracking metrics on all assigned actions as required throughout contract performance. These contracts may include Indefinite Delivery Vehicles Orders, and large or small purchases that may require Desk Audits, determination of Final Indirect Rates, or analysis of Certified Cost and Pricing data or other than certified data.


    • Services provided shall encompass non-inherently Governmental function in support of contract closeout, de-obligation of Un-obligated Obligation (ULO) / Undelivered Orders (UDOs) and other post-award contract administrative services in support of contract completion and closeout.
    • Coordinate with paying activities to obtain payment histories of invoices and/or vouchers and validate status of payments/invoices through various other information systems.
    • Coordinate with the Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA), if applicable to verify audit status, and/or final project acceptance by the Government.
    • Requesting and obtaining missing documentation required for closeout, follow up with information requests from internal/external customers, and assist with inquiries regarding contract closeouts.
    • Prepare closeout documents for Contracting Officer approval. This includes but is not limited to inputting de-obligations into the contract writing system, preparing draft DD Form 1594s, release of claims, memos for record, and any other documentation deemed necessary by the Government to perform contract closeout.
    • Coordinate with the Contracting Officer (CO), Contracting Officer Representative (COR) and Financial Management (FM) and appropriate business/vendor to obtain required information and signatures.
    • Take inventory and physically account for all close-out files, pending close-out and closed out files in retention.
    • Utilize the Procurement Integrated Enterprise Environment (PIEE).
    • Assist with review of audit findings and assist with research to support the CO’s final determination, preparing draft responses, and correspondence for Contracting Office approval.
    • Maintain a tracking list of all contract close-out, identifying the total number of close-out, pending close-out, and close out in retention.
    • Inventory, identify, track, and prepare closed out files for the staging process in accordance with contract retention policies, and regulations (i,e, DoD Contract Closeout Guidebook, FAR).


    Qualifications

    • Bachelor's Degree in accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods or organization and management is preferred.
    • Shall have a minimum of five (5) years of Contract Closeout experience and must be able to assist the CO in analyzing closeout information of highly complex cost type and firm fixed price type contracts.
    • Six (6) years of directly-related experience may be substituted for the educational requirements, upon coordination and approval of the CO.
    • Experience with the MS Office Suite of products.
    • Must possess a minimum of Secret security clearance with the ability to obtain a Top Secret Security Clearance. Duties will require unescorted entry and work within classified SAP and SCI facilities.
    • Prefer to have 12 months or more of experience in a SAP environment within the last 5 years

    • Position will support 100% on-site, customer locations
