DEPARTMENT OVERVIEW
University Business Services (UBS) comprises three main areas: Procurement, Student Business Services, and Copy, Mail, Receiving, Surplus. UBS is also responsible for UCSC's payment card and cash compliance and SlugCents, UCSC's financial literacy program.
JOB SUMMARY
Reporting to the Director for University Business Services, the Contracting Out Analyst is responsible for the management of and compliance with specific conditions applicable to the University of California, Santa Cruz (UCSC) from contracting out: federal and State laws, provisions in bargaining contracts, policies, and procedures. The primary focus is on compliance with contracting out provisions as specified in State Senate Bill 820, Regents Policy 5402, and in bargaining agreements. Additionally, the Contracting Out Analyst is responsible for coordinating and managing projects with contracted vendors relating to contracting out.
Utilizing effective project management skills, the incumbent manages a range of special projects in University Business Services (UBS). Partners with other UCSC units or outside entities to ensure compliance and project completion. Utilizes strong data collection, tracking, spreadsheet management, and database usage skills to ensure timely, accurate decision-making tools. Drafts responses on behalf of UCSC leadership to represent positions on different issues.
Incumbent will serve as the point of contact for UCSC on contracting out issues, in close collaboration with UCSC Labor Relations, Real Estate and Contracting Services, and Enterprise Financial Systems. This position cultivates strong, collaborative relationships with HR and its clients, identifies opportunities for enhancing organizational effectiveness, and serves as a technical point-of-contact for assigned functional areas.
Uses advanced operational concepts and objectives to resolve highly complex issues. Regularly works on issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results. Primarily deals with programs and proposals with broad impact across the function, research initiative, program and / or organization. Develops and oversees the implementation of new programs and processes.
APPOINTMENT INFORMATION
Budgeted Salary: $105,000 - $115,000/year. Salary commensurate with skills, qualifications and experience.
Under California law, the University of California, Santa Cruz is required to provide a reasonable estimate of the compensation range for this role and should not offer a salary above the posted range. The salary shown above is the budgeted range the University reasonably expects to pay.

JOB DUTIES
60% - Project Management
- Serves as project manager for the Contracting Out processes including coordinating with multiple UCSC departments, UC Office of the President, and contracted suppliers to implement projects.
- Collaborates with partners to coordinate the development, implementation and monitoring of new programs and processes.
- Develops, and advocates for, solutions for program issues and data management systems.
- Develops proposals and recommendations to guide and support a broader strategic direction for the function, research initiative, program and / or organizational unit.
- Proposes, leads and / or participates on policy, strategy and planning committees and working groups.
- Coordinates responses to UC Office of the President and union requests for information related to contracting out.
- Manages and corresponds on execution of Wage and Benefit Parity Amendment Agreements and identification of Qualified Individuals.
- Coordinates with Talent Acquisition regarding insourcing of Qualified Individuals.
30% - Data & Policy Analysis
- Leads efforts to conduct highly complex analyses across a broad spectrum of programs, policies and initiatives and/or provides in-depth, complex analyses as a specialist in assigned areas.
- Responsible for the management of and compliance with specific conditions applicable to the UCSC from federal and State laws, provisions in bargaining contracts, policies, and procedures.
- Utilizes strong data collection, tracking, spreadsheet management, and database usage skills to ensure timely, accurate decision-making tools.
- Maintains a broad understanding of the topics employee is performing analysis or project work in, e.g. AFSCME Article 5, SB 820, and RP 5402.
- Researches and summarizes best practices in the field.
- Tracks contracts related to covered services and develops reports.
- Tracks and provides yearly wage and benefit parity rates and amendments.
10% - General Administration
- Develops and coordinates policy or program communications; formulates strategies for education and enforcement. Develops and drafts position statements on behalf of UCSC leadership.
- Provide and/or coordinate technical support for assigned functional areas.
- Document and maintain departmental & programmatic decisions, procedure documentation, exceptions, and other important information related to Contracting Out and related policies.
- Communicates with contractors to ensure the compliance with Wage and Benefit Parity and tracks Qualified Individuals hours.
- Coordinates Contracting Out with UCSC Labor Relations.
- Serves as project manager on a variety of special projects.
REQUIRED QUALIFICATIONS
- Bachelor's degree in related area and / or equivalent experience / training.
- Advanced knowledge of common business computer application programs.
- Strong interpersonal skills with the ability to work effectively, collaborate and influence all levels of staff.
- Strong verbal communication skills.
- Strong written communication skills.
- Ability to use discretion and maintain all confidentiality.
- Advanced project management experience.

PREFERRED QUALIFICATIONS
- Knowledge and/or experience working with UC Contracting Out policies, regulations, and procedures.
SPECIAL CONDITIONS OF EMPLOYMENT
- Selected candidate will be required to pass a pre-employment criminal history background check.

- Must be able to work remotely from a home office and be able to fulfill requirements of the UCSC telecommuting agreement.
- Ability to work occasional evenings and weekends as directed.
- Ability to occasionally work overtime with little or no advance notice.
- Ability to work overtime including evenings, nights, weekends and holidays to meet operational needs, and work an alternate work schedule shift as required.
