PERFORMANCE EXPECTATIONS
In performance of their respective tasks and duties all employees of Bois Forte Band of Chippewa are expected to conform to the
following:
POSITION PURPOSE
The Homelessness Programs Supervisor is responsible for overseeing the homelessness programs, providing direct supervision of
homelessness program staff to ensure Band Members are connected to appropriate services when they are experiencing
housing instability and homelessness. They will ensure all accounting and billing procedures are followed; that other
requirements are met to provide and bill for Targeted Case Management (TCM) and Adult Rehabilitative Mental Health Services
(ARMHS). The Homelessness Programs Supervisor will work with the Housing Case Managers to identify and assist homeless Bois
Forte Band Members. The Homelessness Programs Supervisor will provide crisis management support and monitor client
progress. Additionally, they will provide TCM and/or ARMHS as needed. This individual will be responsible for managing all
departmental-related grants and contracts to ensure completion and fidelity in accordance with tribal and state requirements.
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
1. Develops and revises, as needed, program and safety policies and procedures.
2. Ensures the program complies with Tribal, federal, state, and local rules/regulations.
3. Responsible and accountable for the daily operations, administration, design, budgeting, personnel management, asset
management, public relations, and marketing of the Homelessness Programs.
4. Supervise Homeless Program Case Manager (Hearth Connection), and fulfill those duties if position is vacant.

5. Ensure that supervisee’s understand job duties, receive adequate training, and comply with employment requirements
for Bois Forte.
1. Monitor Travel, timecards, program spending, approve spending.
6. Manage Hearth Connection, FHPAP and ESP programs and budgets.
7. Manage Continuum of Care grant for New Moon:
1. Ensure that Federal Housing and Urban Development (HUD) priorities are followed.
2. Ensure that documentation is complete and in compliance with HUD guidelines.
3. Ensure that applicants meet program requirements prior to moving in.
8. Assist in identifying and referring to people in need of housing who have histories of homelessness.
9. Assist with completing Homeless timelines for New Moon, Hearth Connection, and other program applicants.
10. Assist New Moon Staff/Management in screening all potential tenants, specifically assessing tenants’ ability to live
independently.
11. Coordinate the annual Point in Time (PIT) and Housing Inventory Count (HIC) with St. Louis County:
1. Provide resolution to Tribal Council prior to PIT.
2. Provide collected data to St. Louis County.
12. Provide crisis intervention as needed and when requested.
13. Coordinate with other Bois Forte Departments to obtain the above services for eligible and willing individuals covered
under this plan.
14. Provide the following administrative services:
1. Keep all supportive services records as required by funders (i.e., MN Housing, HUD).
2. Ensure that all documentation is timely and accurate.
3. Input intake data into the Mental Health Information System (MHIS) in a timely manner for reporting and
funding purposes.
4. Work with property management and Bois Forte Housing in monitoring and/or conduct audits of program
activities, to comply with funding reporting requirements; and
5. Reporting and Data Entry for HMIS to meet program requirements, HUD Continuum of Care (CoC), FHPAP,
Emergency Shelter Program (ESP), Cost Neutral Transfer Hotel Voucher Program (CNT), Long Term
Homelessness (LTH), Long Term Homelessness Supportive Services Fund (LTHSSF), State Opioid Response
(SOR).
15. Attending Bois Forte conferences to provide community with information regarding programs.
16. Provides supervision and oversight, approves leave, establishes schedules, reassignments, status changes, performance
evaluations, coaching, disciplining, onboarding, and training staff.
17. As an employee of the Bois Forte Reservation, will follow the Bois Forte Procurement Policy and any other applicable
procurement requirements when obtaining goods and/or services for the Bois Forte Band of Chippewa.
18. Other job-related duties as assigned by supervisor.
MINIMUM MANDATORY QUALIFICATIONS
Experience: • See education requirements.
Education: • Bachelor’s Degree in social work, psychology, sociology, Human Services, Chemical
Dependency, no experience required; or
License/Certification: • Must possess a valid driver’s license, be insurable under the Band’s RTC Automobile Policy,
and be eligible to drive under any other motor vehicle use policies applicable to the position.

Mental demands: There are a number of deadlines associated with this position. The employee must be able to handle
frequent interruptions and must also multi-task and interact with a wider variety of people on various
and, at times, complicated issues.
