    Title: Contracts Manager, Housing Programs

    Reports To: Director of Contracts & Compliance

    Schedule: Mon-Fri, Daytime Flexible, Hybrid

    Compensation: $63,000 - 73,000; DOQ

    Job Classification: Full Time, Salaried Exempt

    The Contracts and Compliance Office at Agate Housing and Services manages and assures compliance with approximately $15 million dollars of government funding annually. The Contracts and Compliance Office works closely with program staff and managers to ensure contract requirements are met and funds are appropriately utilized within the contract period.

    The Contracts Manager - Housing Programs is a key position within the Contracts and Compliance Office at Agate Housing and Services. This role is responsible for overseeing all government contracts, MOUs, and program compliance within the Housing Programs at Agate. The Contracts Manager will support the Director of Contracts and Compliance with grant writing and responses to requests for proposals, post-award duties, and tracking of program outcomes and budgets. This team member also supervises two program compliance coordinators, each working with a specific housing program funding type.

    PRIMARY DUTIES AND EXPECTATIONS

    50% Manage Housing Programs Contracts

    • Oversee all aspects of all government-funded housing program contracts, including awards at the local, state, and federal levels as well as billable services.
    • Collaborate with the Director of Contracts and Compliance on applications for government funding to support housing programs, including renewal applications for current awards and new funding opportunities. This includes responding to requests for proposals, narrative writing, budget preparation, and supporting program design.
    • Monitoring Housing Programs performance, outcomes, and spending, and coordinate monthly meetings between program and accounting staff to review these items. Manage post-award contract duties including contract revisions to budgets and program outcomes, as needed.
    • Develop and maintain dependable records of funding requests, contracts, correspondence, invoices, and reporting.
    • Seek opportunities for continued quality and systems improvement for Housing Programs by defining, implementing, and revising operational policies and guidelines for programs. Ensure all policies and procedures meet or exceed the funder guidelines.

    35% Supervision of Compliance Staff

    • Supervise two Contracts Department staff members: Housing Support Coordinator, and the Rental Assistance Coordinator
    • Ensure staff are prepared with knowledge, tools, and information necessary to carry out their roles. Support other Agate team members with coverage when Coordinator staff are unavailable, as well as supporting situations that require escalation to a manager.

    15% Evaluation, Reporting & Audits

    • Coordinate agency response to audits, including preparation of materials, scheduling, communication with funders, and file-preparedness.
    • Collaborate with HMIS Specialist and Data and Reporting Specialist to maintain a schedule of reports required for government contracts. The Contract Manager will prepare all narrative aspects of reports, solicit program staff input, and submit reports in a timely manner.
    • Support program evaluation efforts in collaboration with Data and Reporting Specialist and Housing Program Managers. Utilize evaluation reports and to inform progress toward funder benchmarks and to identify areas of strength and areas for adjustment within program policies and practices.
    • Research emerging trends related to agency program areas and service-provision best practices.
    • Other duties as assigned.

    PHYSICAL REQUIREMENTS FOR THIS POSITION

    • Sedentary work - Sitting most of the time with occasional walking.

    REQUIRED QUALIFICATIONS

    • At least 5 years of experience in the human services field, which may include both direct service work and program administration or management.
    • At least 2 years of experience working with government contracts as a program administrator, team lead, or similar role.
    • Strong knowledge of Microsoft Word and Excel.
    • Exceptional organizational skills and attention to detail.
    • Strong verbal and written communication skills.
    • Experience working directly with people from diverse racial, ethnic, and socioeconomic backgrounds and people in crisis situations.
    • Ability to pass criminal background check required for working within a DHS-funded program.
    • Enthusiastic about working in an organization that values and promotes diversity, equity, inclusion, and anti-racism.

    REFERRAL BONUS PROGRAM
