Provider Programs Manager oversees the provider network administration function of an organization. Collects data, analyzes and reports on claims, utilization, costs and changes.     Wage: $32.00 - $35.00.

    Position Summary:

    The Early Learning Provider Services Manager is responsible for the coordination and implementation of Early Achievers, Washington’s Quality Rating and Improvement System (QRIS), efforts in the regional communities for South Central and North Central. The Program Manager will participate in the development of a statewide QRIS that includes working with local communities statewide to offer consistent high quality supports to providers. This will include, but is not limited to, technical assistance, professional development, on-site consultation, and coaching. The Program Manager will develop and coordinate opportunities and activities that promote readiness based on the needs of the community and in alignment with the overarching program philosophy (school readiness). This position will assume responsibility for ensuring that participation goals/volumes are met, resources are equitably distributed and facilities are making sufficient progress on their quality improvement efforts.

    Responsibilities:
    • Oversee and coordinate Relationship Based Professional Development Services throughout the eight county service region.
    • Oversee and coordinate effective outreach of diverse populations in the Early Achievers System.
    • Supports the Associate Director of Early Learning Provider Services by providing input to inform statewide Early Achievers system challenges and successes.
    • Participate in monthly meetings with the Associate Director of Early Learning Provider Services to monitor progress of Early Achievers Contract deliverables and strategize regional needs.
    • Ensure adequate capacity and prepared Relationship Based Professional Development workforce to meet contract and service needs as outlined within the Early Achievers Contract.
    • Play a leadership role within the Catholic Charities Network to guide the work of Early Achievers Leads, Coaches, Trainers and Technical Assistance staff.
    • Provide mentoring and direct supervision to the Relationship Based Professional Development Leads throughout the Central Region, working in collaboration with the Associate Director of Early Learning Provider Services.
    • Complete monthly supervisory meetings with direct reports to ensure adequate implementation of Early Achievers Services throughout the eight county region.
    • Complete annual performance evaluations for direct reports in coordination of agency guidelines and procedures.
    • Coordinate and facilitate Lead meetings and work closely with the Early Achievers Leads to oversee coaching plans and monitor coaching activities in conjunction with Child Care Aware local program staff to ensure child care providers accomplish the goals, objectives and outcomes defined in the QRIS contract requirements; this includes monitoring coach caseloads, data entry, facility quality improvement plans, tracking technical assistance and ensuring administrative accountability in general.
    • In collaboration with Relationship Based Professional Development Leads, ensure staff participation in practice-based mentoring and regular reflective practice.
    • In partnership with the Associate Director of Early Learning Provider Services, establish communication and policy protocols with Child Care Aware local program staff to oversee and plan the QRIS work at the local and regional levels.
    • In partnership with the Professional Development Coordinator, ensure coordination and facilitation of level two and enhanced training offerings throughout the region at regional sites and partner organizations in conjunction with the Child Care Aware local program staff.
    • In partnership with the Professional Development Coordinator, ensure adequate training and professional development support of Early Achievers coaches, trainers and Technical Assistance staff to document and accurately track relevant data for QRIS.
    • Maintain, track and report required data in the region to ensure meeting performance metrics.
    • Promote Early Achievers locally/regionally through in person meetings, attendance at local early learning meetings and events in seven counties, social media and one on one meetings with the local/regional child care community in a positive and professional manner.
    • Participate in coordination, planning, and required meetings with Department of Early Learning Licensing offices in Wenatchee and Yakima quarterly.
    • Perform other duties as assigned.
    Job Requirements:

    Physical Requirements:

    This position normally requires the physical demands of standing, walking, bending, lifting or performing other work requiring low physical exertion, as well as keyboard fingering, talking, hearing and adequate vision on a regular basis to perform the job requirements. These physical demands are required up to 90% of the time.

    Non-Physical Requirements:

    Education:
    • Bachelor’s Degree in Early Childhood Education, Business Administration, Human Services or related field required.
    • Master’s degree preferred.
    Experience:
    • Five years demonstrated leadership experience in Early Childhood Education or related field.
    Special Skills:
    • Ability to build positive working relationships with stakeholder and external partner organizations.
    • Demonstrated knowledge of child care licensing program policies and early childhood education.
    • Demonstrated knowledge of rules and regulations governing QRIS.
    • Experience in data collection and evaluation processes preferred.
    • Ability to work independently, exercise sound judgment and assume responsibility for completion of tasks.
    • Previous successful experience supervising and mentoring professionals.
    • Demonstrated effective verbal communication and writing skills.
    • Ability to travel both in- and out-of-state, and attend evening or weekend meetings up to 25% of time.
    • Excellent verbal, written and interpersonal communication skills, including excellent telephone skills and demonstrated experience working with the public.
    • Possess a collaborative style with respect for diversity.
    • Flexibility in work hours and ability to work under pressure and unanticipated constraints.
    • Intermediate level skills in Word, Excel, Power Point and Outlook.
    • Experience with database entry and/or management.
    • Bilingual English/Spanish preferred.
    • Knowledge of community resources and referral options for early learning providers.
    Licensure, Registration, Certification:
    • Valid Washington State Driver’s License and agency required minimum liability insurance.
    • Compliance with TB testing, Department of Early Learning background check, Washington State Patrol clearance and fingerprinting when appropriate, and any vaccination requirements.
    Employment is conditional upon:
    • Being cleared by criminal background check and fingerprinting when required.
