    DEPARTMENT OVERVIEW

    The Provost's Immediate Office (PIO) is responsible for directing support for all strategic, operational, and administrative needs of the UC Provost and Executive Vice President for Academic Affairs (Provost). The immediate office works collaboratively with leadership and departments within the Academic Affairs division, as well as across the UC Office of the President and the ten campuses. It also supports the work of the Division of Academic Affairs by coordinating administrative operations and communications, managing the approval process for decision memos and correspondence, and ensuring accountability for budgetary and operational management of the Division as a whole.

    POSITION SUMMARY

    The Chief of Staff reports to the UC Provost and Executive Vice President for Academic Affairs (Provost), who is responsible for a highly complex and broad organization that is focused on advancing and enhancing the tripartite academic mission of the world's premier public research multiversity: teaching/learning, research, and professional/public service. This Chief of Staff role serves as a key strategist in the Division in initiating and developing new strategic direction, long- and short-range plans and innovative initiatives. The position exercises high level authority to make official commitments and to broadly represent the Provost's interests across the organization. The person in this position regularly works on highly complex issues or problems which require analysis of unique issues/problems without precedent and/or structure. The Chief of Staff exercises a high level of judgment in selecting methods, techniques and evaluation criteria for obtaining results. The position requires the utmost integrity, honesty, flexibility, and ability to work well with a wide range of people.

    The Chief of Staff serves as senior advisor to the Provost and provides the highest level of analytical, strategic planning and implementation support with respect to current and emerging issues of importance to the President, the Academic Senate, the Regents, chancellors and campus leadership, and leadership of the divisions of the UC Office of the President, among others. The incumbent collaborates with divisional leaders in strategic planning and takes steps necessary to ensure successful implementation of plans.

    The Chief of Staff also serves as the executive officer for the Provost's Immediate Office, overseeing all operations, including the operating budget and financial activities, operational and human resources functions, facilities and space planning, and administrative services. This position has broad discretional responsibility. This position may manage and administer independent program(s), typically with organization-wide impact. In addition, the position manages professional staff handling diverse administrative functions such as human resources and budgetary planning.

    The incumbent participates on Systemwide and UCOP committees and task forces; responds to a variety of issues; handles sensitive negotiations with little or no precedence, requiring expedient and diplomatic action; applies breadth and depth of institutional knowledge to develop sound long and short term plans; builds relationships with key constituencies and stakeholders; identifies, formulates and advises on policy and its implementation; and exercises sound judgment in selecting methods, techniques and evaluation criteria for obtaining results.

    Executive Advising, Problem Solving & Strategic Planning: Negotiates directly to achieve strategic solutions with high level stakeholders such as faculty, Academic Senate leaders, senior administrators, other UC locations, the President, Regents, public agencies, and the community to develop solutions to complex problems. Stays well-informed and keeps abreast of current and emerging issues in order to provide the Provost broad perspective across the Office of the President, the campuses, and the national labs. Oversees the development of briefings, analyses, and recommendations on high profile and sensitive issues requiring attention and/or action by senior leadership. Ensures coordination of strategy development and day-to-day implementation across all departments of the Division. Advises divisional senior leaders on establishing and implementing organizational strategic plans and objectives. May lead divisional initiatives on behalf of the Provost which include developing and implementing solutions to issues that have department, division, or systemwide impact.

    Divisional Leadership & Management: Provides leadership in establishing partnerships with vice presidents and vice provosts, within the Provost's area, at the UC Office of the President, and with UC campuses and locations. Implements initiatives to advance the executive's vision, including researching and drafting articles, speeches, and presentations. Responsible for oversight and analysis of complex issues for the Provost and leading various committees and work groups. Independently conduct and/or coordinate specific cross-functional projects and initiatives in the Academic Affairs Division, coordinating efforts among the different units as appropriate, and leading various committees and workgroups. May represent the Provost with other senior leadership of the University and external constituencies on high-level task forces and workgroups.

    Immediate Office Management: Directly managing the Provost's Immediate Office including the supervision of full-time career and contract staff. Manage highly complex and critical projects in the Provost's Immediate Office and lead projects of significance requiring facilitation and collaboration with representation across organizational functions at the UC Office of the President and other UC locations/campuses. In collaboration with the Immediate Office Director of Operations, recommend the annual operating budget for the division. Approve expenditures for Immediate Office as well as other divisional expenditures as per delegated authority.

    Policy & Program Management and Analysis: Providing high level analyses on a broad range of issues; including new program proposals. Works effectively with the Academic Affairs deputies to communicate and coordinate internal policy, procedures, and practices. Provides frameworks for policy and administrative change and develops strategies for change management to achieve goals and objectives.

    Other Duties as Assigned: Other duties as assigned. This may include: Orienting new leaders in organizational and Regental protocols and overall operations within areas of responsibility, participating in their own training and professional development.


    Required Qualifications
    • Demonstrated experience in exercising the highest level of political acumen, sound judgement, stewardship, collaboration, and partnership development preferably as a chief of staff, deputy, or senior advisor to a college/university executive. Demonstrated ability to effectively conceive, facilitate and influence sustained change. Sound strategic-thinking, consulting, and networking skills in guiding the organization toward workable strategies and solutions. Demonstrated ability to supervise, coach, mentor, advise, and influence people at all levels, with respect, tact, and diplomacy. Demonstrated ability to maintain strict confidentiality of privileged or highly sensitive information.
    • Demonstrated ability to be highly organized, meticulous and practice excellent follow-through. Demonstrated ability to work effectively under extreme pressure of deadlines, frequent interruptions and shifting priorities to produce consistently (alone and with others) high quality materials of all kinds in a timely manner. Proven ability to focus on priorities, strategies, and vision.
    • Advanced written, oral and presentation skills to effectively present complex information and influence outcomes to audiences of all levels. Demonstrated experience in working diverse communities, situations and ideas.
    • Demonstrated ability to work effectively with diverse constituencies inside and outside the institution, representing the University in a professional manner. Demonstrated ability to contribute to a positive work environment and culture of inclusion.
    • Advanced knowledge of the organizational environment of higher education and large research universities to understand client priorities, issues, motivations, and constraints.

    Preferred Qualifications
    • Advanced knowledge of the protocols, policies, and organizational networks and cultures of the University of California Office of the President and/or UC campuses or locations.
    • Advanced skills in short- and long-range planning, program and project management, facilitation and collaboration.
    • Working knowledge of the University of California campus and systemwide organizational reporting structures, as well as an understanding of the interactive roles of administration, faculty and students throughout the system. Demonstrated ability to quickly acquire knowledge of the UCOP budget and HR processes and knowledge at overseeing budget and staff to achieve organizational priorities.
    • Familiarity with the academic, media, governmental and/or public aspects of the environment within which the University operates.

    Education
    • Master's degree in public policy, education, or related discipline and 3 or more years of successful managerial or leadership experience, preferably at the University of California.

    SPECIAL CONDITIONS

    SALARY AND BENEFITS

    Salary: $235,000 - $285,000 commensurate with experience.
