The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full salary range for this position is $92,300 - $175,700. The budgeted salary range that the University reasonably expects to pay for this position is $105,000 - $150,000.

Although this position is primarily campus-based, there will be hybrid working opportunities.

Under the direction of the Counseling and Psychological Services (CAPS) Director and in collaboration with CAPS Management team, directs the provision of psychological services, including crisis consultation services, initial consultation, individual and group counseling, oversees program planning and resource allocation for psychological services; participates and may coordinate activities of the Quality Assurance program. Provide consultation to CAPS staff to coordinate campus mental health services. Provide counseling, assessment, crisis intervention, and outreach services to students, and consultation and outreach to faculty and staff regarding issues affecting student's well-being and academic success. Address both general and focused interest areas relating to developmental, behavioral, and multicultural mental health needs unique to the college population and the academic environment. As a member of an integrated health care team, consult with medial and other health care providers on psychological factors affecting student's health status as needed.

Key Responsibilities:

ADMINISTRATION * Responsible for maintaining the standards of clinical care and maintaining timely access for crisis and routine concerns * Responsible for day-to-day operations * In the Director's absence, serves as the Acting Director including participation on the Student Response Team and Behavioral Intervention Team * Oversight of clinical service delivery model, including staff clinical time, schedules and templates and high risk clients * Develop and monitor policies and procedures for clinical services including crisis consultation services, individual and group counseling services * Assists Director with implementation of UCOP mandates, risk management initiatives and completes administrative reports, as assigned * Key member in development of center strategic planning and change management initiatives * Consult with CAPS leadership team and staff regarding clinical issues and review objectives * Evaluates effectiveness of clinical services * Oversees the quality of care and adherence to protocol for all clinical services * Ensures that record keeping and clinical services are in regulatory compliance and meet accreditation standards * Keep abreast of changes in legal and accreditation standards and develop and implement necessary changes in policies and procedures * Participates in staff meetings and other departmental meetings, as assigned * Assumes responsibility for specific projects, as assigned * Participates in quality assurance activities * Responsible for mental health records review for release of information * Monitors third party reports and take appropriate action * Directs CAPS response to student deaths and other tragedies * Contributes to accreditation, as appropriate

SUPERVISION AND MANAGEMENT * Oversees case management for complex clinical cases and assist with the resolution of crisis situations * Reviews and approves objectives, policies and procedures for Behavioral Health services * Meets with the Assistant Director of Training & Outreach to coordinate the provision of clinical services by CAPS trainees including teaching consultation * Provides supervision, guidance, consultation and direction to licensed counseling staff * Hires, trains, evaluates and disciplines staff members in accordance with campus policies and procedures * Reviews, approves and coordinates work assignments and schedules * Meets with direct reports to ensure understanding of work assignments and objectives; review and assess program and service quality; coaches for performance and addresses performance management concerns, provides guidance, consultation, direction and training * Conducts annual employee performance appraisals for direct reports

CLINICAL SERVICES AND OUTREACH * Provides crisis intervention counseling and short-term individual and group counseling * Performs evaluation, diagnosis, and psychotherapy for the most difficult and complex cases * Maintains and documents clinical care in electronic health record * Participates in peer review and quality assurance processes * Provides consultation and outreach to faculty and staff in regard to issues affecting student wellbeing and academic success including consultation to faculty and staff seeking assistance with distressed or distressing students * Participates in the design and delivery of outreach activities to students and staff including workshops and retreats * Develop and deliver workshops, programs and other forms of support for university students.

• Must be currently licensed or eligible for immediate licensure as a Psychologist in California. Psychologist applicants possessing a valid license in another state must obtain California licensure within 180 days after application submission to become licensed in California or from the date of commencement of residency in California, whichever comes first (required); and
• Advanced degree in related field; and
• 5 years of experience as a clinician, supervisor, or administrator in a mental health clinic setting (required).

Critical Knowledge, Experience, and Competencies:

* Experience with mental health clinical administration (preferred).

* Experience coordinating aspects of mental health services (preferred).

* Experience in a college setting (preferred).

* Advanced knowledge and applied background in behavioral health counseling methods and techniques, crisis intervention, treatment planning and case management.

* Knowledge of applicable federal, state and local laws, rules and regulations. Ability to apply policy knowledge to suggest improvements to potential regulatory issues.

* Proven ability to effectively manage, lead and motivate employees. Strong conflict resolution skills.

* Ability to establish priorities, goals and objectives for center.

* Knowledge of fiscal / budget processes. Ability to manage HR and fiscal resources effectively.

* Strong decision-making and organizational leadership skills.

* Skills associated with program management and evaluation.

* Effective interpersonal skills to create and maintain a climate for effective communication and collaborative decision making.

* Strong verbal and written communication skills. Demonstrated active listening and counseling skills.

* Thorough knowledge of business software, specialized applications and systems used in behavioral health centers / clinics.
