The Public Outreach Director manages the Public Outreach team and oversees public outreach functions for the agency.
Job Responsibilities:
Oversees the Public Outreach functions for the agency. Plans, develops and directs communication strategies and plans for short- and long-range public informational and/or educational programs, initiatives and campaigns designed to promote and explain agency goals, activities and objectives. Supervises the Public Outreach staff.
Builds the agency’s brand to improve the agency’s reputation and build public awareness of the agency’s mission, priorities and successes. Leads innovative public relations strategies to better engage external stakeholders (e.g., partners, community groups) and the public.
Oversees advertising, branding and media buying for the agency. Establishes and maintains collaborative working relationships with advertising representatives and agency procurement and program staff. Plans, consults with agency staff and executes strategies to develop effective advertising and marketing campaigns promoting the agency's brand identity that is measured.
State Minimum Requirements: A bachelor's degree and experience related to the development and dissemination of informational material.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Please note that the agency will require an official, certified copy of the transcript or diploma prior to hiring.- A bachelor's degree in English, Communications, Journalism or related field, 10 years of experience related to the development and dissemination of informational material and 5 years of experience supervising staff.
DRIVING RECORD: If this position requires the applicant to possess a valid driver’s license to operate a state vehicle or personal vehicle, any applicant being considered in the final stages of selection for the position will be required to provide a certified copy of a 10-year driving record.

This position is part of the South Carolina Department of Health and Environmental Control’s Office of Communications and Public Affairs. The work performed supports DHEC’s mission to improve the quality of life for all South Carolinians by protecting and promoting the health of the public and the environment. Effective July 1, 2024, this position will transfer to the South Carolina Department of Public Health created by Senate Bill 399 which provides for the creation of the Department of Public Health to assume the public health-related functions of DHEC.
