  • General Description

    The purpose of this class within the organization is to supervise, plan and direct the activities of the Public Works Department in order to ensure the proper provision and administration of public services; including county road maintenance, fleet and garage, curbside recycling and material recovery facility, solid waste management and collection for the citizens of Greenwood County.

    Works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

    Duties and Responsibilities

    The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

    Essential Functions:

    Assigns workloads and establishes work schedules. Instructs, assigns, reviews and plans work of others for completeness and accuracy.

    Assists Director in preparing and presenting annual operating and capital budgets.

    Monitors and maintains appropriate records of operations to ensure the Public Works department operates within approved budgets.

    Ensures regulatory compliance with all local, state and federal regulations.

    Responsible for all inspections, regulatory, special waste and asbestos disposal permits.

    Reviews and approves regulatory reports.

    Develops and implements policies, programs, practices and procedures for all activities related to Public Works.

    Conducts studies and evaluates the effectiveness and efficiency of department operations and establishes short and long term priorities.

    Additional Duties:

    Investigates, evaluates, maintains and files reports on department accidents and safety violations.

    Receives and responds to complaints and requests for services.

    Provides information on projects and operations through media interviews, public meetings and presentations.

    Ensures effective cost allocation of equipment, materials, prepares specifications and bid documents.

    Reviews and approves proposals for contract work and equipment purchases.

    Performs related work as assigned

    Mathematical Requirements:

    Mathematics requires the use of symbols, numbers and formulas to solve mathematical problems.

    Uses basic algebra involving variables and formulas and/or basic geometry involving plane and solid figures, circumferences, areas and volumes and/or compute discounts and interest rates.

    Communications Requirements:

    Communications involves the ability to read, write, and speak.

    Reads scientific and technical journals, abstracts, financial reports and legal documents; speaks before professional and civic groups; participates in panel discussions and speaks extemporaneously on a variety of subjects; writes complex articles, reports and develops presentations for sophisticated audiences.

    Impact of errors refers to consequences such as damage to equipment and property, loss of data, exposure of the organization to legal liability, and injury or death for individuals.

    The impact of errors is very serious - affects entire organization and the general public or loss of life and/or damage could occur and probability is very likely.

    Physical Demands:

    Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

    Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

    Equipment Usage:

    Equipment usage involves responsibility for materials, machines, tools, equipment, work aids, and products.

    Supervises the handling/use of machines, tools, equipment or work aids involving extensive latitude for judgment regarding attainment of a standard or in selecting appropriate items.

    Unavoidable Hazards:

    Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

    Minimum Education and Experience Requirements:

    Requires a Bachelor's in civil engineering, environmental science or other related field.

    Requires four years of experience in public works, engineering or construction operation, including experience in a management capacity OR an equivalent combination of education, training and experience.

    Special Certifications and Licenses:

    Landfill Manager Operator certification or ability to obtain certification within one year of employment.

    Valid SC Driver’s License
