    Primary Purpose
    The Director of Marketing and Public Relations is responsible for providing senior-level planning, management, and evaluation of strategic marketing, communications, public relations, and media relations activities to increase the level of positive awareness of Central Oregon Community College (COCC) and to meaningfully contribute towards sustaining and growing enrollment at the College. The Director of Marketing and Public Relations understands the interconnectedness of the College’s communications, public relations, media and marketing campaigns, and executes the implementation of each to advance COCC’s visibility and overall mission.

    Essential Duties and Responsibilities
    Leadership
    • Provide senior-level communications counsel and training to the President, Board of Directors, faculty and staff.
    • Serve as primary spokesperson and Public Information Officer (PIO) for COCC with internal and external stakeholders.
    • Provide leadership and build strong relationships with COCC administrators, faculty and staff to assess, guide and strengthen the capacity of all departments that will lead to a long-term and sustainable communications and marketing infrastructure.
    • Serve as the College’s Campus Advocacy Coordinator, coordinating elected official outreach campaigns, voter outreach and engagement, and student/faculty/community partner voices to support local, state, and national legislative priorities and relationships in close consultation with the College President, Board of Directors, senior leadership, and the Oregon Community College Association (OCCA).
    • Be an active and engaged community member with high-visibility and represent COCC at various community events and with key partners.
    • Advise, guide and deploy crisis communications during college emergencies, or other instances where the timely dissemination of critical information is necessary.
    • Lead or serve on crisis-time/critical subcommittees and work groups, especially those with potential to impact public relations and brand reputation.
    • Oversee marketing and external-facing communications for both credit and non-credit Instructional programs.
    • Lead and manage marketing and public relation staff, developing these individuals in their positions and providing supervision, discipline, and evaluation.
    • Develop and manage department’s annual budget.
    • Participate in College Board of Directors’ meetings as PIO, managing media, public comment, and hybrid meeting technologies as necessary.


    Communications Planning and Management
    • Develop and implement the College’s external and internal communications plans that include a broad range of communications components, platforms, and modalities for all stakeholder groups.
    • Facilitate the development and expansion of campus resources for implementation of the COCC brand, including providing editorial, graphic, digital, and multimedia support.
    • Oversee “cocc.edu” as the College’s website owner and implement a strategic web plan, in collaboration with information technology department, and oversee the management of operational practices and systems for college websites and social media accounts under COCC’s web portfolio.
    • Provide and oversee standards for and development of copy/speech writing, presentation development, including editing and proofreading support, to the president, administrators, and the Board of Directors.
    • Create and maintain annual editorial and social media editorial calendars to strategically inform communication priorities across all channels.

    Media and Marketing
    • Understand the nuances of today’s media landscape and maintain positive relationships with local, state, and national media partners.
    • Provide direction for identifying media targets and prioritize their relative importance to COCC.
    • Manage “newsroom” functions and production of regular reports that measure and analyze all media/social media coverage.
    • Leverage earned and sponsored media coverage strategically.
    • Work with the entire campus community to solicit, develop, and place contributed articles, editorials and other key media awareness pieces.
    • Create, execute, and evaluate annual strategic marketing and paid advertising plan, as well as consult on and support paid advertising opportunities for specific departments and programs within the College.
    • Lead the creation and production of professional quality marketing materials (including print, electronic and video) and oversee plan to ensure wide distribution of all.

    Advancement
    • Understand and prioritize the intersectional value of aligning internal and external communications and storytelling to advance the College’s mission.
    • Work closely with COCC Foundation staff to ensure philanthropic activities and programs align with best practices in marketing, publications, media, social media and other communications.
    • Provide annual strategic direction and input for Advancement goal-setting, budget planning and project management.

    Individuals must possess these knowledge, skills and abilities or be able to explain and demonstrate that the individual can perform the duties and responsibilities of the job, with or without reasonable accommodation, using some other combination of skills and abilities.     • Knowledge and experience with senior-level leadership in a media or public relations management position, with demonstrated experience in an environment with a broad range of constituents and stakeholders, such as the media, donors, students, employees, public officials and the broader public.
    • Ability to develop and execute strategic written media/public relations and communications plans with implementation strategies, metrics, timelines and budgets, while simultaneously managing day-to-day communication needs.
    • Strong working knowledge of media relations best practices, strategies, systems and techniques for obtaining positive news coverage, strategically positioning an organization while enhancing its reputation and awareness level.
    • Demonstrated working knowledge of digital/social media platforms and demonstrated ability to effectively apply them to strategic digital marketing, communications, and media relations.
    • Skilled at strategic thinking and planning with a strong track record of positioning organizations to achieve tangible outcomes in a highly competitive marketing and communications environment.
    • Outstanding oral and written communications and interpersonal skills, along with advanced copywriting, editing and proofreading skills.
    • Proven record of accomplishment in responding to adverse publicity and critical feedback quickly and effectively.
    • Entrepreneurial, innovative and proactive. Able to define new strategies with emerging technologies and markets within tight parameters and budgets.

    Ergonomic Requirements
    Regular office hours are established between 8 am – 5 pm during the workweek. A flexible work schedule, including nights and weekends, may be necessary due to the nature of the responsibilities.
    Incumbent must be able to function effectively indoors in an office environment engaged in work of primarily a sedentary nature. Requires the ability to work at a workstation for extended periods. Requires to write, read written materials and computer screens, and ability to use telephonic conversations. Occasional lifting up to 25lbs. All individuals are required to perform essential functions with or without reasonable accommodation.

    Minimum Requirements
    Education
    • Bachelor’s degree in communications, marketing, public relations, journalism, business or related field.
    Experience
    • Minimum seven (7 ) years in the field of public relations, media, marketing or communications with five (5) years in a management/leadership role.
    • Minimum three (3) years of supervisory experience.
    License:
    • Oregon Driver’s license required, or ability to obtain in a reasonable time frame.
