    JOB SUMMARY

    Under the general direction of the ELR Director or designee, the Employee Relations and Leave of Absence Assistant Manager oversees and provides leadership to the Employee Relations (ER) and Leave of Absence (LOA) teams, oversees administration of Leave of Absence Programs and policies, provides expert analysis, consultation, coaching and training to campus clients on organizational development, strategic planning, policy and regulatory compliance, interpretation and application of labor contracts, and resolution of workplace problems. Works collaboratively and establishes highly effective working relationships with clients, campus constituents, and union representatives. Successfully provides supervision to individual contributors and ER supervisor to grow and develop staff. Provide campus advocacy and representation on employee and/or labor relations matters. Provide supervision, leadership and guidance to Employee Relations Analysts and Leave of Absence team members, support staff, and student staff where appropriate.

    JOB DUTIES

    50% - EMPLOYEE RELATIONS
    • Work in a highly collaborative manner with all members at the management level, others across the organization, and external contacts of significance, to advise on employee relations matters relating to highly complex individual and organization-wide issues and is independently responsible for appropriate courses of action in developing, interpreting and administering HR programs.
    • Work effectively with people from diverse cultures on such issues as performance management, organizational changes, and workplace climate, and other related issues.
    • Anticipate future needs, challenges and opportunities, and collaborate with the ELR Director on long range planning.
    • Leverage knowledge and expertise in HR best practices and legal environment to collaborate and proactively contribute to the development, continuous improvement and implementation of policies, procedures, workflow, programs, and other HR initiatives.
    • Provide input on performance, salary actions, disciplinary actions, coaching, counseling and other human resources related issues.
    • Recognize issues that have campus impact or future implications and advise the ELR Director appropriately.
    • Accept changes in priorities and communicates those changes effectively to assigned staff members.
    • Lead by example to identify opportunities and work to improve processes, apply innovation, and serve as a leader or subject matter expert on projects focused on process or program improvements.
    • Work with legal representatives, as appropriate, to effectively deal with possible conflicts.

    25% - MANAGEMENT, LEADERSHIP and STRATEGIC PLANNING
    • Lead, manage and supervise individual contributors and an employee relations lead who provide strategic, consultative and transactional human resources services to the campus community in the areas of Employee Relations and Leave Management, in compliance with state and federal regulations, and applicable policies, collective bargaining agreements procedures and benefit programs.
    • Effectively manages and guides assigned staff, including developing individuals and providing cross training.
    • Assist in the selection, development and evaluation of personnel to ensure the efficient operation of the function.

    25% - MANAGEMENT and LEADERSHIP OVER LEAVE MANAGEMENT/COMPLIANCE
    • Strategically direct the planning and management of leave programs to ensure compliance of federal, state, policy and collective bargaining agreement leave entitlements.
    • Create, streamline and implement processes and tools to support the leave programs.
    • Develop and coordinate the implementation, communication, and administration of leave programs internally and externally.
    • Ensure efficient and effective support of the operational day-to-day HR transactions related to leaves of absence; formulate strategies for education, analysis and implementation.
    • Develop and implement new processes and programs as they relate to leave management.
    • Recommend changes, edits and provide suggestions to system wide policy in the area of leave management.
    • Advise campus leadership and stakeholders on best leave management practices and strategies for achieving compliance.
    • Stay abreast of legal developments in leave management on the federal and state levels; work with legal representatives, as appropriate.
    • Provide administrative training to staff and back-up services for all leave consultation and payroll services.


    REQUIRED QUALIFICATIONS
    • Bachelor's degree in related area and / or equivalent experience and / or training.
    • Maintains effective professional relationships with campus department managers as well as other managers in Human Resources
    • Provides written analyses, recommendations and oral presentations to management
    • Maintains a thorough understanding of the goals of the campus and ways in which this position can support those goals
    • Advanced analytical skills to conduct analysis and develop recommendations, demonstrating organizational and problem-solving skills
    • Thorough knowledge of employee relations fields and other areas of HR
    • Thorough knowledge of applicable federal and state labor laws and regulations
    • Advanced knowledge of Campus policies and procedures
    • Demonstrated knowledge of administering labor/union contracts, dispute resolution, grievance procedures, and facilitation and mediation processes
    • Strong problem solving and critical thinking skills
    • Strong organizational skills
    • Advanced computer skills
    • Must have effective management and organizational leadership skills
    • Excellent written communication skills
    • Excellent oral communication skills with the ability to listen effectively
    • Demonstrated ability to handle extremely difficult or volatile situations/individuals effectively
    • Thorough knowledge of organization processes, protocols and procedures
    • Excellent project management skills
    • Knowledge of state and federal leave laws to include the Family Medical Leave Act, California Family Rights Act, Pregnancy Disability Leave, Donor Leave and Disability Discrimination laws governed under Americans with Disability Act (ADA) and Fair Employment Housing Act (FEHA)


    SPECIAL CONDITIONS OF EMPLOYMENT
