      Position Purpose: This position provides consultation, collaboration and analysis for a range of HR services including employee setup for payroll processing, employee recruiting and search processes and collaboration with school building leadership on verification of employee FTE. The incumbent in this position partners with supervisors and administrators throughout FPS to ensure organizational effectiveness through proper alignment of staffing, processes, structure and culture. This role actively participates in the creation of plans to communicate human resources strategies and objectives and implements change initiatives designed to support those goals. The incumbent partners with department leaders to assess and monitor the District’s progress toward attaining strategic goals and objectives, and designs and implements programs and processes to further those goals.

      Responsibilities:
      1. Talent Acquisition: Manages and collaborates with district and school building supervisors in the recruitment and selection process for Fargo Public Schools.

      Priority: Essential | Percent of Time: 35%

      Examples of this work include:
      • Manages the district’s recruitment and hiring software. Assigns and maintains appropriate hiring administrator access.
      • Manages the hiring lifecycle, collaborates with hiring administrators on nature and timing of vacancies, creates job postings, advertises vacancies, assists scheduling interviews and conducting reference checks, closes out successful and unfilled job postings, marks successful applicants hired, and sends notification to unsuccessful applicants.
      • Responds to applicant inquiries.
      • Research job boards and builds relationships with associations, community partners, and other third parties that could advertise or promote district vacancies.
      • Participates in career fairs to represent and promote Fargo Public Schools as an employer of choice.
      • Advises search committees and hiring managers on recruitment and hiring practices to ensure consistent processes that value diversity, and result in successful and timely searches.
      • Provides to hiring managers screening documents, draft interview questions, and other materials that are necessary to complete a successful search.
      • Generates EEO reports for vacancies to analyze the diversity of applicant pools.
      • Leads talent acquisition process improvements.

      2. HR Analytics and Payroll: electronic employee personnel records maintenance and payroll processing utilizing various software and the district’s business management software.

      Priority: Essential | Percent of Time: 35%

      Examples of this work include:
      • Enters and verifies the accuracy of electronic employee personnel records; ensuring proper position placement and budget account codes; processes new hire and staffing adjustment workflows.
      • Inputs payroll information and reviews bi-weekly and summer payroll batches for accuracy for non-exempt support, maintenance, and nutrition staff.
      • Maintains yearly files and processes salaries for noon supervisors, part-time maintenance, miscellaneous positions, and student workers.
      • Updates employee files to document personnel actions and to provide information for payroll, using new hire and staffing adjustment workflows.
      • Compiles data from personnel records and prepares reports.
      • Completes and distributes annual letters of intent and annual non-exempt salary statements.
      • Enters and verifies the accuracy of electronic employee personnel records.
      • Oversees and generates summer school contracts for teachers and support staff.
      • Completes and submits PERO2 report annually.

      3. Compensation and Job Analysis: includes job audits, salary placements, and position descriptions.

      Priority: Essential | Percent of Time: 20%

      Examples of this work include:
      • Prepares and maintains job descriptions for each position in the district; ensures descriptions accurately reflect the work being performed by incumbents.
      • Interviews and surveys employees and managers to gather and document job, organizational, and occupational information including duties, responsibilities, and skills required by each job.
      • Assesses jobs and their respective duties to determine classification as exempt or nonexempt and appropriate salary range.
      • Prepares and maintains job classifications; monitors FLSA and overtime provisions.
      • Prepares and presents summary reports of job analysis and compensation analysis information.
      • Conducts focus groups to collect employee feedback on specific issues or topics related to job classification and compensation.
      • Provides recommendations on organizational design.
      • Makes salary placement determinations for positions within their assigned portfolio.

      4. Other duties as assigned.

      Priority: Essential | Percent of Time: 10%

      Examples of this work include:
      • Provide services and related duties in the absence of the Assistant HR Director/HR Director.
      • Complete research projects and reports as required assuring projects and reports will be completed in a timely manner.
      • Assist with implementing changes to effect continuous improvement in services provided.
      • Attend workshops and professional development activities.


      Minimum Qualifications:
      Associate’s degree in Human Resource Management, Business, Communications, or a related field.
      Minimum three years of experience in a professional Human Resources position.
      Intermediate knowledge of human resource laws, regulations, and best practices.
      Advanced Technical Writing acumen.
      Advanced Excel skills using pivot tables, graphs, and charts.

      Preferred Qualifications:
      Bachelor’s degree in Human Resource Management, Business, Communications, or a related field.
      Five or more years of experience in a professional Human Resources position.
      PHR/SPHR certification or SHRM-CP/SCP certification.
      Extensive knowledge of quantitative and qualitative research methods.
      Experience in a collective bargaining environment.
