JOB SUMMARY:
Under the general supervision of the Finance Director, perform a wide variety of procurement and materials management functions for the departments and divisions of Mesa County, to obtain the various materials, equipment, and services needed in a cost-effective, professional, and ethical manner.
This position requires skill and expertise in governmental purchasing and contract processes, product quality, cost analysis, customer and vendor relations, and records management.ESSENTIAL JOB FUNCTIONS:

As required: prepare specifications, scopes of work, bid proposal documents, prepare legal advertising, open bids, analyze bid results and provide de-briefings with vendors when required, for Invitation for Bids (IFB), and Requests for Proposals (RFP). May propose contracts and purchase orders, negotiate order terms, share bid results and provide recommendations to department representatives.
Assist other Mesa County departments with their creation of specifications, scopes of work, delivery dates, quality and quantity of products requested including bid proposal documents, invitation for bids quotations, and requests for proposals. Confer with department representatives on possible alternate items. Receive, review, approve and process purchase requisitions submitted by the various County departments for completeness and accuracy
Assist contract administrators in the various Mesa County departments in preparing contract extensions and other contract issues to go before the Board of County Commissioners.
Act as a liaison with vendors in dealing with problems related to procurement or delayed deliveries. Interview vendors regarding product quality and availability.
When applicable, order approved items, prepare and forward purchase orders to vendors, and follow-up on purchase orders, providing a high level of customer service.
Participate in proposal evaluations as individual or team member.
Create, organize, distribute and maintain template procurement documents, and other procurement information available to other County departments.
Maintain electronic versions of bid records.
Researches and implements best practices and procedures.

Oral and written communications must be clear and effective. Follow written and verbal instructions.
Regular, predictable attendance. Must maintain sensitive and confidential information.
Performs other related duties as assigned.
MINIMUM QUALIFICATIONS REQUIRED:
Education and Experience:
Bachelor’s degree from an accredited university in finance, purchasing, or related field.
In lieu of Bachelor’s degree, 5 (five) or more years of progressively responsible experience in governmental purchasing, preferably in a municipal setting.
Experience with third party/electronic bid advertisement facilitation system(s).
Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.
Licenses and Certifications:
Professional certification (CPPO, CPPB or CPM) strongly preferred.
Must possess and maintain a valid Colorado Driver’s License.
PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT:
This position requires standing, stooping, sitting, bending, twisting, and lifting up to 10 pounds.
