Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Purchasing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Minimum:

    • A bachelor's degree from an accredited college or university
    • Experience in operating Procurement Management Finance Software; Ellucian/Banner
    • Understanding of Louisiana Revised Statutes regarding purchasing and ethics required
    • Requires the ability to communicate orally and through written reports with/to Subordinates, Supervisors and vendors.
    • Demonstrated organizational skills in handling, directing, and prioritizing multiple and complex assignments/projects and maintaining records.
    • Managerial experience is essential.
    Preferred:

    • Proven skills in identifying issues, determining their cause, developing creative solutions, and following through with implementing resolutions.
    • Demonstrated excellent communication, interpersonal and leadership skills.
    • Ability to work independently with little direction.
    • Directs and coordinates the overall function of the Purchasing office.
    • Responsible for ensuring the proper organization and efficient operation of all phases of procurement activities and complying with federal and state audits, requirements, and regulations.
    • Provides overall leadership, management, and supervision for all purchasing operations including procurement and credit card process, contract and vendor administration, and training sessions.
    • Supervises the formal solicitation processes of {IFB, RFP, RFQ), preparing bid documents, specifications, terms and conditions, pre-proposal conference, bid openings, and assisting departments with the evaluation process.
    • Reviews, recommends, develops, and implements departmental strategies, policies, procedures, processes, guidelines, forms, goals, solicitation templates, and planning schedules according to the NSU Policy & Procedures Manual and other applicable local, federal, and State of Louisiana laws and statutes.
    • Oversees the education and training to the departments to ensure effective purchasing practices and interaction with the vendors.
    • Exercises purchasing knowledge and tact dealing with departments and outside vendors to procure goods and services.
    • Generates correspondence and mail regarding procurement issues/updates with the College, department and vendors.
    • Promotes positive morale and teamwork within the functional unit and provides exceptional customer service to students, faculty and the community.
    • Uses interpersonal skills and makes sound judgments to decide how duties and responsibilities are completed between coworkers, the supervisory chain, faculty, staff, students, and vendors.
    • Completes all required training and professional development sessions sponsored by Louisiana.
    • Performs other duties as assigned by Chief Financial Officer
