Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Purchasing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.     Cimarron is seeking a Purchasing Specialist to support a nuclear energy program in Oak Ridge, TN. This position is supporting a 1-year contract. This opportunity offers a competitive salary and the opportunity for additional cash-in-lieu of benefits.

    This position is supporting a 4 x10 schedule with every Friday off!

    Key Duties:

    • Form and issue purchase orders by performing the following: Prepare bidders’ lists, prequalify bidders, form bid packages, issues bid requests, coordinate bidders’ questions, and receive bids.
    • Prepare Commercial Bid Summary and recommendation letter.
    • Recommend and secure approvals in accordance with established procedures.
    • Prepare and commit order.
    • Prepare and maintain control and status reporting documents.
    • Administer assigned purchase orders, performing the following functions:
      • Establish files and control for all outgoing and incoming correspondence on each assigned order.
      • Monitor supplier performance for conformance to commercial terms.
      • Monitor activities by Engineering and other in-house functions to ensure compliance with the order terms.
      • Initiate follow-up actions with the supplier or in-house functional group to ensure performance in accordance with contract terms and conditions.
      • Inform or work with other project Procurement personnel as assigned to the administration of the order.
      • Analyze and distribute suppliers’ reports specified in the order/contract.
      • Communicate with suppliers as necessary to achieve required service and results from potential and actual suppliers to meet project needs.
      • Prepare and organize assigned Procurement sponsored meetings, such as bid clarification and post-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the Client, and the supplier on all contractual matters.
      • Communicate with Engineering to assist and/or guide them in the preparation of material requisitions for the procurement of materials and equipment, and to achieve the understanding needed to process these requisitions.



    Required Skills, Experience, and Education:

    • Due to facility security requirements, only U.S. citizens or permanent residents are eligible for consideration at this time.
    • Cimarron employees are required to follow federal, state, and local laws regarding COVID-19 practices, as well as customer requirements.
    • Knowledge of business administration procedures, techniques, and business ethics.
    • Skilled in verbal and written communication.
    • Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.
    • Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.
    • Knowledge of the Uniform Commercial Code or the host nation’s equivalent commercial legislation.
    • Basic understanding of Cost Accounting Standards, and determination process for applicability to the work.
    • Knowledge of the legal and commercial aspects of procurement.
    • Skilled in working with and communicating effectively with other project functional groups, primarily Engineering, Construction, and Project Management.
    • Knowledge of the legal and commercial aspects of procurement.
    • High School diploma or equivalent and 7 or more years of progressive, related work experience including but not limited to Procurement and Contracts preferably in an engineering, procurement, and construction environment, or Bachelor’s degree and 1 or more years of related work experience.

    Additional Requirements for Mid-level:

    • High School diploma or equivalent and 9 or more years of progressive, related work experience including but not limited to Procurement and Contracts preferably in an engineering, procurement, and construction environment, or Bachelor’s degree and 3 or more years of related work experience.

    Desired Skills, Experience, and Education:

    • Previous experience working at the Hanford Tank Waste Treatment and Immobilization Plant.
    • Prior experience with materials handling operations at a jobsite.
