Purchasing Director manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Director collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Director oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Requires a bachelor's degree. Typically reports to a director. The Purchasing Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Purchasing Director typically requires 3+ years of managerial experience. Capable of resolving escalated issues arising from operations and requiring coordination with other departments.   • The BG Purchasing Director is responsible for coordinating purchasing for the Aerospace North America BG. It ensures common local purchases (LMC) between the BG sites, and organizes standardization and economic and technical optimization within the framework of the purchasing policies defined by the Group Lead Buyers (CMC).

    RESPONSIBILITIES:

    • Manage the purchasing teams of the BG sites and pilot the routines of the service (PSM, etc.) and ensure reporting to management and corporate.
    • Guarantees the achievement of purchasing objectives (savings, OTD, quality, innovation, risk) of the BG sites in coordination with the central and local teams.
    • Analyzes the efficiency of site purchasing departments, implements and monitors KPIs, contributes to the continuous improvement of purchasing processes, and validates site purchasing procedures in line with group and GQMS procedures.
    • For LMC purchasing families, he animates the sourcing and rationalization of the supplier panel meeting the requirements of the LISI Group, and carries out PTS for which he is responsible in order to define the purchasing strategy(ies) of the BG sites
    • Launches calls for tenders common to the BG in accordance with the purchasing strategy, analyzes the offers, synthesizes them and selects the best one, negotiates and contracts with the supplier in agreement with the applicants, and takes into account the requirements of the related services.
    • Validates his file of choice at the sourcing table depending on the case and enforces the decision.
    • Verifies and participates in the development of specifications (gather input data, constraints, etc.) for the files for which he is responsible.
    • Handles supplier disputes, negotiates credit notes, and initiates associated improvement initiatives for the files for which he is responsible.
    • Coordinates risk analyses and audits of capacity charges at group 2 suppliers
    • Collaborates in the definition of the purchasing strategy of the CMCs with the key prescribers of the sites and deploys on the sites the PTS and the contracts carried out by the CMCs.
    • Triggers and animates workshops.
    • Defines the stakes and the purchasing performance objectives of the sites in relation to the coordination of the group.
    • Replaces a site purchasing manager in the event of failure.
    • Deploys and manages class C purchases on BG sites.
    • Animates technical optimization on the sites, deploys the best purchasing and technical practices, and animates standardization.
    • Trains and accompanies newcomers to the workplace.
    • Complies with all HSE, quality, and traceability rules in force in the company.
    • This position requires 30% of domestic and international travel.

    Supervisory Responsibilities

    Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include: training, planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    ESSENTIAL JOBREQUIREMENTS SKILLS AND ABILITIES

    Education and/or Experience

    B.S. Degree in Purchasing or Aerospace Engineering from a four-year college and (10) ten years of purchasing experience in an industrial environment. Candidate must also have cross-functional management experience.

    Language Skills

    Ability to read, analyze and interpret professional journals, technical procedures, or governmental regulations. The ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public is essential.

    Mathematical Skills

    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume strengths (tensile, shear, etc.). Ability to apply concepts of basic algebra and geometry.

    Computer Skills

    To perform this job successfully, an individual should have knowledge of the following application software: ERP Database; Internet; Inventory; Manufacturing; Intermediate Microsoft Office PowerPoint, Advanced Excel, Intermediate Word, and Project.

    Reasoning Ability

    Ability to apply common sense understanding to carry out instructions furnished in written, oral or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
