Purchasing Manager manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Manager collaborates with other functions to define current and future inventory requirements and manage inventory levels.     Job Summary:
    As a Construction Purchasing Manager, you will take a leading position in the construction process, actively involved in soliciting subcontractor bids, evaluating project plans, and meticulously overseeing every aspect of construction projects, from their inception to successful completion. Your core objective is to ensure that project outcomes align seamlessly with both the owner's expectations and Prime's budgetary requirements. Additionally, you will play a pivotal role in the negotiation process with subcontractors and the oversight of services across all 17 CSI construction divisions.


    Job Responsibilities:
    Including but not limited to

    • Develop a high level of expertise in interpreting project plans and comprehending construction drawings and specifications to ensure seamless compatibility.
    • Attain proficiency in understanding project specifications in both CSI and Unit Price formats.
    • Master the concepts of alternates and breakout prices.
    • Create Bid Invitations and efficiently navigate the Smart-Bid system.
    • Compile subcontractor bid lists using the Smart-Bid system.
    • Meticulously craft comprehensive scopes of work for all 17 CSI Construction Divisions.
    • Assist new subcontractors in the pre-qualification process, continuously track bid status, and maintain detailed records on SmartBid.
    • Skillfully negotiate contracts, scope of work, and schedule of values for all contracts.
    • Establish and nurture vital relationships within the subcontractor market.
    • Initiate, follow up on, receive, and process subcontractor pricing requests and proposals.
    • Provide prompt responses to subcontractor inquiries during the bid process.
    • Create clear and concise qualification and assumption narratives that articulate the scope of work.
    • Develop a high level of proficiency in the On-Screen Take-Off Program.
    • Conduct precise square foot analyses of projects promptly.
    • Demonstrate expertise in MS Excel estimate formats.
    • Familiarize yourself with departmental standards and forms, understanding their purpose and usage.
    • Perform precise quantity surveys.
    • Prepare bid packages' scopes of work with minimal oversight, submit them to subcontractors for pricing inclusion, and rigorously review bids for accuracy and completeness.
    • Scrutinize scope sheets for omissions or missing data points and update them accordingly.
    • Create bid leveling sheets containing a minimum of three subcontractor proposals for project review.
    • Seamlessly incorporate all addenda and RFI responses into the final estimate.
    • Develop the ability to accurately price work by evaluating crews, material pricing, equipment costs, productivity factors, labor rates, taxes, insurance, mark-ups, and other relevant factors.
    • Adequately prepare for meetings and provide comprehensive status reports.
    • Stay informed about industry trends and their potential impact on future projects.
    • Solicit value engineering suggestions from subcontractors, ensuring their validity.
    • Maintain an ongoing, collaborative relationship with subcontractors who were not awarded the project.
    • Proactively develop proficiency in all trade classifications.
    • Cultivate a strong owner relationship with the preconstruction team.
    • Offer valuable insights and updates to senior leadership to aid decision-making regarding subcontractors, value engineering, construction methodology, and more.
    • Research Skills: Conduct necessary product research as required.
    • Create detailed scopes of work and schedules of values.
    • Rigorously review all subcontractor change order requests, ensuring alignment with the executed scope of work (Exhibit B) and confirming they do not represent an owner change or back charge to another trade.
    • Maintain seamless communication with the project team, including Construction Administration, Field Team, Preconstruction, and Property Management.
    • Keep track of job costs, buy out budget lines, and request budget transfers when necessary.
    • Assess and enhance the scope of work trade to ensure future projects include items identified in Scope Change Orders (SCO) when serving as the CO Purchasing Manager.
    • Collaborate with the Field Project Manager or Superintendent to assess each subcontractor and identify those that should not be invited to bid again.

    Requirements:

    • A Bachelor’s degree in construction management, engineering, architecture, or a related field is preferred.
    • Previous experience as an estimator or project engineer for a general contractor or subcontractor is advantageous.
    • Proficiency in reading blueprints and a deep understanding of construction methods.
    • Exceptional attention to detail and the ability to manage multiple tasks concurrently.
    • Advanced skills in MS Excel, Word, Smart-Bid, PlanGrid, Autodesk, or other estimating tools and technology.
    • Strong written and verbal communication skills.
    • Must possess excellent time management skills with the ability to handle multiple projects simultaneously, while planning and executing timely, effectively, efficiently and accurately.
