Purchasing Manager manages procurement and purchasing operations and implements the strategy to provide the materials and services to meet organizational requirements for quality, volume, availability, and pricing. Maintains strategic supplier relationships, negotiates contracts, and implements systems for monitoring performance, assessing risk, and responding to changes in demand or disruptions in the supply chain. Being a Purchasing Manager collaborates with other functions to define current and future inventory requirements and manage inventory levels. Implements processes and systems and utilizes technical tools to analyze data and increase responsiveness to material demands. Additionally, Purchasing Manager oversees auditing processes to ensure procurement and recordkeeping comply with any applicable industry or governmental regulations. Typically requires a bachelor's degree. Typically reports to a director. The Purchasing Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Purchasing Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.   • Duties and responsibilities
     

    • Develop and implement inventory control procedures to optimize inventory levels and accuracy, while minimizing carrying costs and stockouts
    • Collaborate with procurement teams to source and procure raw materials, components, and supplies from approved supplier list. 
    • Build and maintain strong relationships with suppliers to ensure timely delivery, quality assurance, and cost-effectiveness
    • Utilize demand forecasts and historical data to accurately forecast material requirements and plan procurement accordingly
    • Collaborate with internal quality team to resolve supplier quality issues, manage purchased part MRB and scrap, and follow supplier CARs to completion
    • Identify opportunities for cost savings through internal and external process optimization, negotiations with suppliers, and inventory reduction strategies
    • Maintain accurate records of inventory levels, transaction, and supplier performance.  Generate regular reports on KPIs to track performance and identify areas for improvement. 
    • Ensure compliance with relevant regulations, standards and policies governing material management, including environmental regulations and safety standards.
    • Provide leadership, guidance, and support to the materials team, fostering a culture of accountability, collaboration, and continuous improvement


    Qualifications:

    • BS Degree in supply chain management, business administration or related field
    • Proven experience (5 years) in materials management, inventory management and procurement, preferably from a manufacturing environment.
    • Demonstrated leadership skills, with experience in managing and motivating cross-functional teams
    • Working knowledge of Lean Manufacturing and the tools associated
    • Strong understanding of VMI, Kanban and consignment
    • Proficiency in using ERP systems
    • Excellent analytical, problem-solving, and decision-making skills
    • Outstanding communication and interpersonal skill, with the ability to build effective relationships with internal stakeholders and external suppliers
    • Ability to handle multiple tasks simultaneously, in a fast-paced environment.
    • Strong Interpersonal Skills - Ability to communicate well up and down the organization, manage conflict and communicate effectively verbally and written
    • Decision Maker - Through analytics and detailed review, demonstrate the ability to view data and make decisions, escalate where necessary and determine success and proactively managing situations that require correction




    Working conditions

    Office environment within a manufacturing facility, exposure to shop elements when required.
    Travel – 10-20%

    Physical requirements
     

    • Must be able to move, lift, transport items at minimum of 20 lbs.
    • Must be able to consistently operate a computer/office productivity machinery i.e., calculator, copy machine, printer for a minimum of 6 hours per day.
    • Must be able to remain stationary for a minimum of 2 hours per day.
    • Must be able to detect and correct errors on paper/screens.
    • Must be able to communicate and exchange information with other members of the organization verbally, nonverbally, and in writing.
    • Must be able to move throughout the facility and office area to access file cabinets, office equipment, plant machinery, and other office areas as needed.
