    POSITION SUMMARY
    Responsible for establishing and managing the Quality Management Program for the USCG Offshore Patrol Cutter (OPC) project. Assist Production Team with production matters and oversee specific production tasks as assigned. Ensure the organization's Quality Management System conforms to internal, ISO 9001 and regulatory/legal requirements.

    ESSENTIAL DUTIES AND RESPONSIBILITIES MAY INCLUDE THE FOLLOWING: Because Eastern
    Shipbuilding is continually growing to meet the needs of our customers, your duties and responsibilities may be different than described.

    • Regular attendance at work and the ability to work flexible hours, including overtime, weekends, and holidays.
    • Comply with Company, federal, state, and local safety, ethics, and environmental rules, regulations and policies while performing duties.
    • Manage QA/QC project scheduling and assignments to track, report and eliminate non-conformities in products and processes.
    • Develop inspection, test, and appropriate sampling plans.
    • Provide direction for QA surveillance, audit and evaluation program that includes all shipyard activities, consolidate results, and monitor corrective actions.
    • Oversee development and execution of test plans, analyze test results and publish status.
    • Provide inspection and test status reporting to production team and program management.
    • Coordinate Regulatory Body Inspections for projects, ensuring sign off are completed and additional repairs are identified and documented (ABS NVR).
    • Work with project team to ensure timely release and to schedule QA resource for future releases.
    • Evaluate suppliers' and subcontractors' ability to meet contract quality assurance requirements.
    • Investigate and define problem areas, prepare reports recommending solutions or courses of action related to projects.
    • Assist Project Manager with contractual requirements for vessels as required including weekly progress and updating schedules.
    • Work with production team on a daily basis assisting the Ship and Craft Superintendents in their duties to expedite completion of vessel projects and take responsibility for quality inspection tasks from start to finish.
    • Provide input and updates to status of vessel projects to production team for responsible production tasks. Be able to develop metrics and highly detailed corrective action documentation and liaison with USCG QA Personnel.
    • Perform additional duties as assigned.

    SUPERVISORY RESPONSIBILITIES
    Directly and/or indirectly supervise employees assigned to the QA Department. Travel is primarily local, although some out-of-area and overnight travel may be required.

    REQUIREMENTS
    Education/Experience: Bachelor’s degree in Marine Engineering, Quality Assurance or a related field preferred. Minimum of five year's multi-disciplinary QA/QC experience with USN/USCG and commercial vessel production projects. Experience in the preparation and implementation of Inspection Plans including the

    management of inspection and Test Records. Three to five years supervisory experience desired. An equivalent combination of education and experience may be considered. Requires knowledge of shipbuilding terminology, Occupational Safety and Health Administration (OSHA) standards, U.S. Coast Guard classification rules and shipbuilding standards.

    Skills: Intermediate to advance level Microsoft Suite experience including Word, Excel and PowerPoint. Requires excellent written and verbal communication skills and the ability to effectively present information and respond to questions from senior management, employees, government officials, and the public. Ability to carry out and understand assignments, and/or convey or exchange routine information. Ability to read, analyze, and interpret, professional journals, technical procedures, or governmental regulations. Ability to multi-task and work on multiple projects simultaneously.

Maintain the confidential integrity of details pertaining to Eastern Shipbuilding Group.

    PHYSICAL DEMANDS
    While performing the duties of this job, the employee is regularly required to communicate. The employee is frequently required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This position is very active and requires standing, walking, bending, kneeling, stooping, crouching, crawling, and climbing throughout the workday. The employee must frequently lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. The employee must be physically and medically qualified to wear all required personal protective equipment, as prescribed under Occupational Safety and Health Administration (OSHA) standards. The employee must be able to work above ground at heights of a minimum of 50 feet aloft and/or working from scaffolding and/or man-lifts while working with machinery; in confined spaces and withstanding extreme heat and cold in an outside climate or confined space.

    WORK ENVIRONMENT
    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. The employee may be exposed to the risk of electrical shock, moving mechanical parts, vibration, fumes, airborne particles, toxic or caustic chemicals, continual loud noise, and other hazards found in a heavy industrial shipyard environment. Rigorous compliance with safety procedures, policies, and personal safety equipment requirements is therefore mandatory.
