    Job Description

    ProSidian Seeks a Quality Assurance Analyst in CONUS/OCONUS - Olympia, WA and Tumwater, WA to support an engagement for an Agency dedicated to the safety, health and security of 2.5 million workers and helping employers meet safety and health standards and the Agency also inspects workplaces when alerted to hazards. As administrators of the state's workers' compensation system, The Washington State Department Of Labor And Industries is similar to a large insurance company, providing medical and limited wage-replacement coverage to workers who suffer job-related injuries and illness.  The Agency's rules and enforcement programs help ensure workers are paid what they are owed, that children's and teens' work hours limited, and consumers are protected from unsound building practices.  Key functions include:  Protecting the health and safety of workers | Ensuring medical care and financial help for injured workers | Protecting workers' wages, hours, breaks and more | Protecting the public from unsafe work and economic hardship.

    The ProSidian Team works to provide expert level Information Technology (IT) Quality Assurance (QA) consulting services supporting a full cross-agency “business transformation” initiatives intended to achieve the mission of keeping citizens in the state safe and working. The business transformation (BT) calls for modernizing the agency's extensive technology infrastructure and corresponding business processes over several years. The client is starting with people and processes – ensuring the best way to do business and collectively understand business priorities and customers’ expectations. Then, they will invest in new technology to support those process improvements and achieve stated goals and objectives.

    Navigating the agency's technology maze is challenging for its employees. It complicates the training process and makes it difficult for them to deliver high-quality, effective service to their customers. Many applications are independent and don’t communicate information between each other. Over the next several years, L&I will modernize technology across the Dept., which will take place in phases. Key focus areas shall be The current workers’ compensation system; L&I’s Insurance System (LINIIS) is an application comprised of many sub- systems and used to process and manage workers’ compensation claims; Organized Information Online (ORION) is an integrated document management (IDM) and business process management (BPM) workflow application where the work is managed; Early Claims Solutions (ECS) is an application used by both claims and employer services staff; Independent Medical Examination (IME) application; Medical Information Payment System (MIPS); Benefit Payment System (BPS), and Pension Payment System (PPS); and VOC-LINK is an application for private vocational rehabilitation providers.

    Quality Assurance Analyst Candidates shall work to support requirements for Program Support and Perform analysis and QA services for solution development efforts; take responsibility for the production of test plans and test cases for multiple individual projects; track and report quantitative and qualitative aspects of error reporting; design and implement system, UAT (User Acceptance Test) and production level environments, including hardware and networks and perform manual/automated testing in those environments; communicate with Analysts, Developers and users to gain functional and technical knowledge; work in all phases of the testing cycle, including Unit, Functional, System, Performance and Acceptance.

    Possesses 3 years experience in the position offered or in the related position of Programmer Analyst/Developer. The experience must include working on the full life-cycle of a software development project; developing test strategies for all testing activities; developing checklists, standards and other relevant QA documentation; developing high level & detailed testing schedules for system and formal testing; writing, executing test cases and automated test scripts based on the Use Cases /Stories; reporting, tracking & closing out defects; coordinating testing in a distributed environment; validating application performance. BS or BA in CS preferred.

    Qualifications

    The Quality Assurance Analyst shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

    A bachelor’s degree is required with at least three years work experience in accounting, budget execution, IT, financial system requirements and analysis, financial planning and reporting, auditing, and internal financial controls.

    TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.  LOCATION:  Work shall be conducted at the CONUS/OCONUS - Olympia, WA and Tumwater, WA
