Suggests improvements to process, is a knowledge resource for other team members. Has no authority for staff actions. Generally has a minimum of 2 years experience as an individual contributor.     This position is directly responsible for co-managing daily Quality Control activities on Federal construction projects. be able to conduct Quality Control Meetings, perform inspections, review submittals, and ensure testing is performed. The position will prepare all Quality Control certifications and documentation required.

    PRIMARY DUTIES AND RESPONSIBILITIES

    • Collaborates with engineers, architects, etc. to determine the specifications of the project.
    • Obtains permits and licenses from appropriate authorities.
    • Monitors project progress; communicates with stakeholders regarding project needs and goals; follows up with stakeholders on the completion or delay of project phases; and schedules meetings.
    • Contributes to the planning and development of projects.
    • Supports the coordination and management of projects.
    • Keeping track of and reporting on project progress.
    • Consults with the Project Manager on construction operations, planning, and scheduling to ensure deadlines are met.
    • Completes any tasks assigned by the Project Manager in an efficient and timely manner, including project documents and reports.
    • Creates digital operation and maintenance (O&M) manuals.
    • Scans and archives digital blueprints and schematics for future access.
    • Maintain the project "as-built" drawings.
    • Acquires and monitors equipment and materials on multiple work sites.
    • Ensures adherence to all health and safety standards and reports and documents any issues.
    • Provides adequate resources and staffing to meet safety needs, regulations, best practices, laws, and project schedules.
    • Emphasis on the safe use of tools, machinery, and equipment including training on safety gear, helmets, and procedures; Performs risk management to minimize project risks.
    • Develop and implement project-specific quality control.
    • Inspect and evaluate the work area in accordance with plans, specifications, and contract documents, reporting deficiencies as appropriate.
    • Develop, gather, maintain, and/or submit work plans, submittals, reports, etc.
    • Ensure that subcontractors are aware of all project quality controls.
    • Plan for and conduct a three-phase inspection program to include: Preparatory Meetings and Reports; Initial Phase Inspections and Reports; Follow-up Inspections and Reports; and Final Phase Inspections.
    • Lead and document quality control meetings with the project team.
    • Provide daily quality control reports to achieve desired quality outcomes in a timely manner.
    • Verify and document that all materials/equipment received for the project are in conformance with the approved submittal, are handled and stored appropriately, and are acceptable for use in the project.
    • Schedule, coordinate, and document all required code and independent inspections.
    • Review the Job Site Safety Plan.
    • Stop work; reject materials and/or equipment; and direct the removal and replacement of any work not in compliance with contract documents, applicable codes, building standards, and/or established principles of construction engineering, or activities which present life-threatening conditions or damage to the site.
    • Chair and document weekly QC meetings with the superintendent, and provide written minutes as described in project specific contract documents.
    • Coordinate and document the testing and commissioning of building systems.
    • Assemble and forward project closeout documents that include O&M manuals, as-builts, and warranties.
    • Stop work if necessary to resolve matters that affect safety, quality and/or inhibit the logical progress of work.
    • Perform other related duties, as assigned.

    MINIMUM REQUIREMENTS

    • A graduate of a four-year accredited college or university program in one of the following disciplines: Engineering, Architecture, Construction Management, Engineering Technology, Building Construction, or Building Science; related field or equivalent.
    • Three (3) – five (5) years of construction experience.
    • Previous experience as a Project Manager or Superintendent, preferred.
    • Competency in the discipline of architecture, structural, and/or MEP systems.
    • State Certification and Licensing (PMP, CGC, CPM or PE), preferred.
    • Strong working knowledge of Microsoft Office; Proficient in the use of Pro-core or other types of construction. software programs, desirable.
    • Knowledge of a wide range of construction materials, methods, and techniques.
    • Experience with OSHA and USACE EM 385-1-1.
    • Certification in Construction Quality Management for Contractors from the U.S. Army Corps of Engineers.
    • In depth understanding of all construction divisions. Knowledge of construction i.e. prints, plans, procedures, scheduling and testing.
    • Proficiency with QCS and RMS Programs.
    • Must have 5 years relevant construction experience as a Quality Control Supervisor or Project Superintendent for medium ($10 million or more) construction projects.
    • Must be able to pass all required contract security requirements.
    • Valid Driver's License.
    • Travel is required.
    • First Aid and CPR, preferred.
    • OSHA 30-Hour Certification.
    • Prior military experience preferred.
