Quality Improvement Director - Healthcare leads and directs process and overall quality improvement activities that produce better patient care and more efficient operations.     POSITION SUMMARY:
    This position will coordinate, facilitate, and implement care management and quality Improvement Initiatives throughout the Division. This position will use best strategies to assist with achieving the goals of high-quality, cost-effective services, while demonstrating compliance with regulatory agencies. Assist the Infection Preventionist and Safety/Quality Assurance/Accreditation Coordinator to maintain accreditation of the Division. This position will work collaboratively with the Clinical Quality Improvement Coordinator, Accreditation Coordinator, and the Infection Preventionist to promote cross-departmental communication, collaboration, and performance Improvement as a means of achieving high-quality cost effective care across the Division. Continuation of this position is contingent upon funding allocations.

    DUTIES AND RESPONSIBILITIES:
    1. Coordinate, facilitate and implement best practice strategies for the Health Division to meet quality goals.
    2. Assess current performance of the organization in all areas of the Division to lead quality and compliance efforts and work collaboratively to analyze designated program performance trends and help to facilitate quality Improvements through various methods such as: Staff development efforts, procedure development and Implementation, quality improvement efforts, compliance/program reviews and provision of resources.
    3. Lead performance and quality Improvement committees to synthesize and analyze data and create and Implement corrective action plans to achieve program-performance goals and compliance in collaboration with Quality Assurance committees of the Division.
    4. Assist with Total Quality Management implementation to include but not be limited to Team Building, Consensus Training, Conflict Resolution for all departments within the Oneida Comprehensive Health Division.
    5. Provide training for staff regarding Division-wide quality, risk management and safety areas such as: client rights, risk management, grievances, HIPAA, and safety protocols, etc.
    6. Work with program, Division staff in the completion and submission of the Division's accreditation process in collaboration with the clinical areas.
    7. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.

    PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
    1. Regularly required to sit, stand, walk; use hands and arms and talk and hear.
    2. Occasionally is required to stand and stoop, kneel, crouch, or crawl and occasionally life and/or move up to twenty-five (25) pounds.
    3. Work Is generally performed in an office setting with potential exposure to dangerous materials and situations that require following extensive safety precautions and may include the use of protective equipment and exposure to bloodborne pathogens. Exposure to latex products on a routine basis.
    4. Evening and weekend work may be required. Extended hours and irregular shifts may be required.
    5. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.

    STANDARD QUALIFICATIONS:
    1. Knowledge of applicable Oneida, Federal, state, county and local laws, regulations, and requirements.
    2. Knowledge of AAAHC, HIPAA, Workers Compensation, OSHA, Life Safety regulations, Federal, State, and local regulations.
    3. Knowledge of related accreditation requirements and certification requirements for the Division.
    4. Knowledge of clinical operations and procedures.
    5. Knowledge of health education theory and practice.
    6. Ability to inform and communication verbally and in writing in diverse and challenging situations with the ability to process information effectively, Identify and define problems, and make objective decisions and recommendations to the Community Health Division management.
    7. Ability to exercise sound judgement in decision making and to work Independently and In a team environment.
    8. Ability to gather data and prepare reports and materials for presentation in a professional manner.
    9. Ability to communicate technical Information to non-technical personnel.
    10. Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
    11. Knowledge of quality improvement principles, project management, team facilitation and the use of process Improvement methods, statistical tools and evidence based best practice resources.
    12. Knowledge of medical terminology, clinical concepts, and disease management.
    13. Complete Oneida Certification on Reporting Child Abuse and Neglect training within ninety (90) days of employment.
    14. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
    15. Must complete Health Insurance Portability and Accountability Act (HIPPA) training within thirty (30) days of employment and annually thereafter.
    16. Must comply with Caregiver Law and Grant conditions criminal history checks as a condition of employment to include fingerprinting.
    17. Employees are required to have proof of immunity or dates of 2 doses of MMR and Varicella prior to starting in any position within the Oneida Comprehensive Health Division. Any refusal of vaccination(s) or failure to provide proof of immunity may disqualify the applicant.
    18. Must be willing and able to obtain additional education and training.
    19. Must pass a pre-employment drug screening. Must adhere to the Nation's Drug and Alcohol-Free Workplace Policy during employment.
    20. Must pass a background security check with the Oneida Nation to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation's Gaming Division.
    21. A valid driver’s license or occupational driver’s license, reliable transportation and insurance is required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal and Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
    22. Must be willing and able to obtain additional education and training.
    23. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during employment.
    24.     5. Knowledge and certification in group facilitation and/or a willingness to obtain certification to include but not limited to consensus building, team building, and/or Conflict of Resolution.
