    SUMMARY: 

     

    The Director of School Improvement provides leadership and support to all instructional and administrative staff to improve education outcomes in IMESD departments and across our region. The Director is responsible for the management of school improvement services based on the effective use of technology, research-based strategies and collaboration with component school districts. The Director identifies and procures grants, makes budget and staffing allocations for maximum effective use of human and financial resources, improves current services and develops innovative programs within the Local Service Plan and Oregon Department of Education grant programs.

    QUALIFICATIONS:

    • To perform this job successfully, an individual must be able to perform each responsibility and essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Individual will hold a valid driver’s license and have reliable, insured transportation for required travel throughout the ESD Service area and the State of Oregon.

     EDUCATION / EXPERIENCE:

    • Master’s degree or equivalent
    • Classroom teaching experience required
    • Administrative experience, preferred
    • Current Oregon School Administrator License or has the ability to obtain one

    SKILLS:

    • Excellent interpersonal and communication skills and ability to work cooperatively and harmoniously as a team member
    • Ability to effectively work and communicate with students, parents and school personnel from diverse cultures and/or backgrounds
    • Proficient in the use of computer and Internet based applications, including but not limited to email and systems applications
    • Ability to learn new automated systems as they are brought online by the district
    • In-depth knowledge of school improvement, effective use of technologies, research-based strategies and collaboration
    • Strong working knowledge of Oregon Department of Education policies and procedures that impact curriculum, assessment and instruction
    • Ability to follow Human Resources and District policies and procedures in the hiring, training, evaluating, disciplining, planning, addressing complaints, assigning and directing work of department staff
    • In-depth knowledge of Oregon Department of Education policies and regulations related to curriculum, instruction and assessments
    • Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures or government regulations
    • Ability and willingness to make timely decisions and exhibits sound and accurate judgement
    • Ability to effectively present information, provide training and respond to questions from groups of educators, Board of Directors and the general public
    • Exhibit cultural competency and sensitivity with the ability to communicate effectively with all cultural groups

    RESPONSIBILITIES and ESSENTIAL FUNCTIONS:

    Meets the standards of Competent and Ethical Performance as outlined in Oregon Administrative Rules (ORS 584-020-000 to 584-020-0045.  The following are the Responsibilities and Essential Functions of administrative duties; however, any one position may not cover all responsibilities and essential functions and may not cover all duties an employee is expected to perform.

    1. Provides leadership for IMESD and local school districts in all areas of Regional Educator Network, Instructional Coaching, Professional Development, Social Emotional Learning, Libaray / Media Specialist, and Long Term Care and Treatment.
    2. Collects, analyzes and summarizes data to identify trends and opportunities. Evaluates programs and services systematically, and strategically plans for the improvement of IMESD services and School Improvement.
    3. Convenes and coordinates the activities of the department’s advisory committees
    4. Provides input for and support of the IMESD mission and strategic plan. Aligns school improvement to the vision and creates awareness and professional development
    5. Works with Human Resources in the selection, supervision and evaluation of assigned staff; Assigns work and ensures appropriate training is provided; Investigates complaints; Recommends and administer disciplinary actions; Manages sensitive personnel matters and recommend grievance responses
    6. Promotes system-wide technology integration and efficiency. Works collaboratively with the Technology Director to integrate technology within all school improvement programs, and to establish alternative systems
    7. Coordinates and participates in the prescribed process for selection, assignment, training, supervision, and evaluation of all department personnel
    8. Develops, administers, coordinates and evaluates grants to ensure accountability for the use of funds and to demonstrate improvement of instruction and student learning
    9. Serves as liaison between the Oregon Department of Education and other public organizations relative to curriculum, instruction, assessment, evaluation, and school improvement
    10. Works with regional school districts on the improvement of graduation rates across the region
    11. Provides guidance and support for the Regional Capacity Builder for Student Success
    12. Provides leadership and oversight for various initiatives tied to the Student Success Act, the Regional Educator Network, STEM Hub and Science Kit Program
    13. Performs other reasonable duties that from time to time may be assigned to meet the usual and unusual demands placed on the organization

      • Maintain the integrity of confidential information relating to data, students, parents, staff or IMESD patrons
      • Fulfill duties associated with Mandatory Reporting for suspected child abuse or neglect.
      • Develop job skills necessary to meet changes in the position
      • Have regular and punctual attendance at work and work activities, punctual in meeting deadlines, attending meetings, following schedules, respond to management directions and solicits feedback to improve performance
    • All licensed staff will meet the Teacher Standards and Practices Commission (TSPC) Standards for Competent and Ethical Educators and district standards for performance
      • This position will require travel to and from school locations in the IMESD service area and may be required to travel on overnight assignments

    WORKING CONDITIONS:                     

    • This position involves working at IMESD campuses and/or Districts in the IMESD service area.
    • This position is a full time, 220 day, twelve-month position. The typical workweek is M-F, 8 hours a day.  There will be occasional prolonged and/or irregular hours.
    • Any changes in contract days will be stipulated in each individual contract. Salary and benefits to be established by the IMESD Administrative Staff Agreement in accordance with the IMESD Board of Directors. Schedule and assignments to be established by Assistant Superintendent and/or Superintendent.
