RFP Manager oversees the development of proposals, bids, quotations, RFP responses, or other documents describing organizational products and services in response to requests from prospective clients. Manages and meets proposal deadlines by establishing project priorities and due dates for the proposal. Being an RFP Manager collaborates and coordinates with internal contributors and subject matter experts to ensure content is complete, accurate, and maximizes business opportunities. Develops and establishes a repository of templates, standard language, product collateral, exhibits, and other data resources to create high-quality and accurate responses. Additionally, RFP Manager establishes a tracking system with win-loss information. Reviews and analyzes RFP losses to recommend enhancements to products or processes. Typically requires a bachelor's degree. Typically reports to a director. The RFP Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an RFP Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Required Education and Experience

    Education
    Possession of a bachelor’s or master’s degree with a major in one of the following human services areas: social work, sociology, psychology, forensic psychology, education, community development, law enforcement, behavioral science, gerontology, special education, education of the emotionally disturbed, education of the gifted, family ecology, community services, family studies, family and/or child development, counseling psychology, criminal justice, human services, a human services-related counseling major, or interdisciplinary studies in social science.
    OR
    Possession of a bachelor's degree in any major with at least 30 semester (45 term) credits in one or a combination of the following human services areas: social work, sociology, psychology, forensic psychology, education, community development, law enforcement, behavioral science, gerontology, special education, education of the emotionally disturbed, education of the gifted, family ecology, community services, family studies, family and/or child development, counseling psychology, criminal justice, human services, a human services-related counseling major, or interdisciplinary studies in social science.

    No specific type or amount is required.
    Services Specialist 10
    One year of professional experience providing casework services to socially and economically disadvantaged individuals equivalent to a Services Specialist 9.
    Services Specialist P11
    Two years of professional experience providing casework services to socially and economically disadvantaged individuals equivalent to a Services Specialist, including one year equivalent to a Services Specialist 10.

    Services Specialist 12
    Three years of professional experience providing social casework services to socially and economically disadvantaged individuals equivalent to a Services Specialist, including one year equivalent to a Services Specialist P11.

    Additional Requirements and Information

    The office location for this position is Allegan, MI at the Michigan Department of Health and Human Services, 3255 122nd Avenue, Allegan, MI 49010. This position has the ability to work hybrid (combination of remote and office). The hybrid work environment offers a flexible working arrangement where an employee works some of their time remotely and some of their time at the office location listed. Selected candidates who have been approved to work remotely or work hybrid must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.
    As a Condition of Employment – this position requires a valid driver's license and successful completion of a background investigation including fingerprinting and a criminal records check.
    Upon hire, the successful candidate will be required to complete a paid nine week pre-service training program that includes a total of 270 hours of competency-based classroom and field training. Additionally, the employee must successfully complete a minimum number of hours of in-service training on an annual basis.

    Vacation and Sick Leave: Eligible full-time employees receive between 15 and 35 personal days and 13 sick days per year that may be rolled over to the following year if not used. Eligible employees also receive an additional day each year for community service or school functions.

    Paid Parental Leave: Eligible employees can take 12 weeks of paid leave immediately after a birth or adoption to allow needed time together at home with a new child.

    Paid Holidays: Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.

    Bonus Programs: Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases. Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.

    Military Pay Differential: Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.
