RFP Manager oversees the development of proposals, bids, quotations, RFP responses, or other documents describing organizational products and services in response to requests from prospective clients. Manages and meets proposal deadlines by establishing project priorities and due dates for the proposal. Being an RFP Manager collaborates and coordinates with internal contributors and subject matter experts to ensure content is complete, accurate, and maximizes business opportunities. Develops and establishes a repository of templates, standard language, product collateral, exhibits, and other data resources to create high-quality and accurate responses. Additionally, RFP Manager establishes a tracking system with win-loss information. Reviews and analyzes RFP losses to recommend enhancements to products or processes. Typically requires a bachelor's degree. Typically reports to a director. The RFP Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an RFP Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Proposal Manager (RFP Experience a must)

  • Plans, coordinates, and prepares proposals in response to specific RFI, RFQ and RFP guidance, focusing on the assembly/development of management, technical, and cost volumes including attachments, appendices, etc. Ensures compliant, compelling and accurate responses to the Program Requirements. The function may also require analysis of concepts, gathering and determining the appropriate use of information, the writing of drafts and the securing of approvals from multiple leaders within the organization. This person would also be responsible for building a master answer database as well as final assembly of all proposals including document formatting, graphics, and numerical tables to be inserted into the final package. Experience in language industry is a plus.


    Duties and Responsibilities

    • Actively monitors, finds and goes after qualified proposals
    • Support RFP response processes from beginning to end and be responsible for coordinating the delivery of major proposals including project coordination, proposal strategy, content development, document production, team coordination and presentation support
    • Develop and manage project plans, keeping teams focused to ensure key milestones are met; organize proposal teams and act as project manager for the completion of the RFP response, and ensure the RFP process is followed and timelines are defined, communicated, and met on time; set up and lead RFP kickoff meetings and follow up with contributors as required
    • Serve as the master editor on most RFP responses and high-value pitches in order to quality-check readability and consistency of messaging; convert contributors' content into a cohesive document with a clear, single voice
    • Researches and analyzes historical data, coordinates the development of cost models to support proposal efforts.
    • Meets proposal deadline by establishing priorities and target dates for information gathering, writing, review, and approval; entering and monitoring tracking data; coordinating requirements with contributors; contributing proposal status information to review meetings;
    • Gather proposal information by identifying sources of information; coordinating submissions and collections; identifying and communicating risks associated with proposals.
    • Develops proposal by assembling information including project nature, objectives/outcomes/deliverables, implementation, methods, timetable, staffing, budget, standards of performance and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
    • Prepares presentation by evaluating text, graphics, and binding; coordinating printing.
    • Maintains quality results by using templates; following proposal-writing standards including readability, consistency, and tone; maintaining proposal support databases.
    • Establish and maintain an answer database to ensure consistent messaging and quality of responses.
    • Obtains approvals by reviewing proposal with key providers and project managers.
    • Improves proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplate; implementing changes.
    • Updates job knowledge by participating in educational opportunities.
    • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.

    Education and/or Experience

    • Bachelor's degree in Communications, Journalism, English, Technical Writing, Creative Writing or related field from a four-year College or University and a least 4-6 years of work-related experience and/or training; or equivalent combination of education and experience.
    • A minimum of four (4) years of technical writing experience.
