RFP Manager oversees the development of proposals, bids, quotations, RFP responses, or other documents describing organizational products and services in response to requests from prospective clients. Manages and meets proposal deadlines by establishing project priorities and due dates for the proposal. Being an RFP Manager collaborates and coordinates with internal contributors and subject matter experts to ensure content is complete, accurate, and maximizes business opportunities. Develops and establishes a repository of templates, standard language, product collateral, exhibits, and other data resources to create high-quality and accurate responses. Additionally, RFP Manager establishes a tracking system with win-loss information. Reviews and analyzes RFP losses to recommend enhancements to products or processes. Typically requires a bachelor's degree. Typically reports to a director. The RFP Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an RFP Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     1 Request for Offers


    1.1 Summary


    The Grand Traverse Band of Ottawa and Chippewa Indians (GTB, Grand Traverse Band) is requesting bid proposals for a ZUMBA Instructor to offer one (1) class per week at the Strongheart Center dance room. Each class will be one (1) hour duration on day/time agreed upon.


    1.2 Bidder Requirements


    Each Bidder to this RFP is expected to fully inform themselves on all aspects of the work required to be performed.


    1.3 Qualifications of Bidder


    The Bidder, through its written proposal, provide evidence of ability and experience to undertake the specified objectives/duties in this Request for Proposal.


    1.4 Acceptance of Offer


    Acceptance of a proposal will occur only when a contract is executed.



    2 Project Overview


    2.1 Project Description


    Certified ZUMBA Instructor to lead classes at the Strongheart Center. The contract performance dates are tentatively November 2023 through May 2024. The classes will be held in the dance room of the Strongheart Center once a week on day/time agreed upon.


    2.2 Scope of Services


    GTB is looking to contract a ZUMBA Instructor to lead one (1) hour sessions, held once a week from day/time agreed upon. The contract will tentatively run from November 2023 through May 2024.


    2.3 Safety Pre-Cautions


    Due to COVID-19 and other health issues, the follow safety guidelines need to be adhered to:


    1. Follow all CDC and state laws and guidelines to avoid the spread of COVID-19.

    3 Submission Requirements


    3.1 General Bid Form


    Each vendor must submit a price quote for the cost per one-hour session. The quote will also include ZUMBA Instructor certifications and a list of experience.


    3.2 Evaluation Procedure


    Proposals will be evaluated by GTB staff based on knowledge, experience, and price quote.


    3.3 Offer Submission Deadline


    To be considered, a bid package must be received by the Grand Traverse Band at the address shown below by 5:00pm local time on or before October 31, 2023. Bids received after this deadline will not be accepted. Bids will remain sealed until after the deadline.

    4 Addition Requirements


    4.1 Cancellation of Contract


    The contract generated by this RFP may be cancelled by GTB for noncompliance with specifications, inability to perform the contracting requirements of GTB or continued safety hazards. The cancellation notification shall state the cause or reason for the cancellation. Such cancellation would be at no charge to GTB other than for work authorized and completed at the

    time of termination.


    4.2 Native American/Alaskan Indian


    Native American/Alaskan Indian preference applies; Bidders shall submit proof of Native American Indian status along with their bid.


    4.3 Liability Insurance


    Insurance Requirements

    Contractor shall secure, pay the premiums for, and keep in force until the expiration of their contract adequate liability insurance and Worker's Compensation Insurance as provided by Michigan law. Certificate of insurance for Worker's Compensation and for liability shall be delivered to GTB or kept on file at GTB prior to start of contract. Any policy change shall be reported to GTB and certificate forwarded to GTB. By signing a contract generated by the

    RFP, the contractor understands that neither they nor their employees are covered by any GTB insurance policy. All copies of proof of insurance will be submitted to GTB along with the RFP. Contractors may send a copy of the required insurances with their proposal, but the work of the RFP cannot begin, nor contract executed until original insurance verification forms are on file at the GTB offices.







    The following insurance coverage is required:


    • Commercial General Liability: Minimum of $150,000 per person and $1,000,000 per occurrence.

    • Worker's Compensation Insurance: Equal to or at least $100,000 per employee.

    • Automotive Insurance: Minimum of $100,000/$300,000 for bodily insurance and $50,000 for property damage.
