    JOB FAMILY SUMMARY PURPOSE

    Under the direction of the Manager of Rates and Regulatory – Rate Research, assists in conducting economic, statistical, cost and rate design studies and reports to ensure recovery of the Company’s authorized revenue requirements.

    EDUCATION
    Bachelor's degree in Economics, Business Administration, Accounting or Finance. **A concentration in public utility rate regulation is preferred.


    EXPERIENCE 

    3 years or more of experience

     THE IDEAL CANDIDATE WILL POSSESS KNOWLEDGE OF:  

    • Rate design/pricing principles and cost of service studies for electric utilities.
    • Marginal cost pricing methodologies.
    • Research methods used in electric utility rate making.
    • Retail rate-setting processes for investor-owned utilities.
    • Characteristics and operations of electric utilities.
    • Customer billing characteristics of electric utilities.  

      Preference will be given to the ideal candidate that has this type of experience: 

    • Experience in preparing rate design expert testimony. 
    • Experience in providing oral testimony at regulatory agency proceedings.

    KEY JOB RESPONSIBILITIES

    Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate with or without a reasonable accommodation that the essential functions of the job can be performed. 

    MINIMUM KNOWLEDGE, SKILLS & ABILITIES:

    1. Knowledge of the characteristics and operations of regulated electric utilities.
    2. Knowledge of statistical, research, and analytical methods and techniques.
    3. Knowledge of customer and billing characteristics of an electric utility.
    4. Proficient in the use of computers in applied research and data analysis and with common business software applications, particularly spreadsheets.
    5. Ability to quickly learn and become proficient in electric utility ratemaking applications.
    6. Effective verbal and written communication skills.
    7. Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
    8. Ability to maintain a strong sense of propriety concerning confidential matters.

    ESSENTIAL JOB FUNCTIONS

    1. Prepares, audits, and coordinates monthly, quarterly, and annual reports, schedules, and exhibits.
    2. Develops or implements models and methodologies for cost of service and pricing studies on such topics as incentive rates, time of use and off-peak pricing, resulting in defensible and accepted rate making practices.
    3. Prepares schedules consistent with regulatory filing requirements.
    4. Prepares testimony and exhibits for self and/or EPE witnesses in regulatory filings and associated responses to requests for information.
    5. Coordinates acquisition and maintenance of financial, load research and cost-of-service data.
    6. Calculates jurisdictional and class revenue requirements.
    7. Performs jurisdictional and class cost of service studies.
    8. Designs rates among existing and proposed rate classes.
    9. Performs revenue variance analysis and projections.
    10. Performs research and analysis resulting in applicable rate structures, which comply with regulatory mandates and Company objectives and anticipated effects of implementation.
    11. Interprets the Company’s tariffs, and instruct others of their need, use, and applicability.
    12. Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
    13. Perform other related tasks that are not included above but are within the context of the duties defined.

     WORK ENVIRONMENT

    1. Work is performed indoors in an office setting.
    2. The incumbents in this classification are subject to high levels of stress.
    3. May work non-standard hours.
    4. May require travel to Company work sites.
    5. May require out of town travel.

    PHYSICAL DEMANDS

    1. Sedentary work: Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Stooping: Bending body downward and forward by bending spine at the waist.

    8. Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. 
    9. Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with the whole hand or arm as in handling.
    10. Grasping: Applying pressure to an object with the fingers and palm.
    11. Feeling: Perceiving attributes of objects, such as size, shape and temperature or texture by touching with skin, i.e., fingertips.
    12. Talking: Expressing or exchanging ideas by means of the spoken word; those activities in which detailed or important spoken instructions must be conveyed to other workers accurately, loudly, or quickly.
    13. Hearing: Ability to receive detailed information through oral communication, and to make fine discriminations in sound, such as when making fine adjustments on machined parts.
    14. Repetitive motions: Substantial movements (motions) of the wrists, hands, and/or fingers.
    15. Visual acuity: Color, depth perception and field of vision to include measurement devices for close inspection and analysis.
