    Summary

    The primary purpose of this position is to develop an overall plan and timetable for the implementation of approved Real Estate Development programs, including physical and management improvements.

    All activities must support The Housing Authority of the Birmingham Districts (HABD) mission, strategic goals, and objectives.

    Essential Duties and Responsibilities

    The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned as needed.

    Directs staff's work, including assigning, planning, and reviewing work, evaluating work performance and completing performance evaluations, coordinating activities, maintaining standards, allocating personnel, selecting new employees, training staff, acting on employee problems, and recommending and implementing discipline.

    Assists with the physical condition of all real estate owned and operated by the organization; oversees all assigned Real Estate transactions, including acquisitions, dispositions; demolition; new construction, rehabilitation, repositioning, and recapitalization.

    Assists the CEO and Executive Leadership with the Administrative, Housing Choice Voucher, Public Housing, Financial, and Real Estate departments to set priorities, establish policies, strengthen operations, and work towards goals and decision-making for long-term sustainability. Assists in planning, developing, organizing, coordinating, directing, and implementing initiatives.

    Develops and maintains industry best practices in tracking and reporting the physical needs of HABD assets, including establishing building component life cycles, replacement/repair costs, and methodologies for prioritizing capital investments with limited resources.

    Ensures regular communication with the local HUD office concerning the modernization/development activities of HABD. Lead all activities in formulating the Capital Fund Program (CFP) plan, including the annual submission of the CFP plan and five-year action plan.

    Coordinates and prepares applications, proposals, procurement documents, contracts, and other documentation for HABDs participation in local, state, and federal housing grant programs related to capital investment projects and development activities.

    Develop HABD's asset investment strategies, including new development, redevelopment, disposition, demolition, significant capital investments, etc., to ensure the long-term sustainability of public housing as a community asset.

    Deliver presentations to HABDs Board of Commissioners and the Executive Committee of the Board on a variety of development, capital investments, strategic planning, and technical issues.

    Oversees development activities for HABD. Pursues possible public and private funding sources, including private financing, foundations, bonds, tax credits, etc., and prepares other financial projections. Prepare funding applications and detailed submissions to secure funding and other regulatory approvals; ensure financing of development projects is in the best interest of HABD.

    Works closely with the CEO, HABD Finance and Development staff, consultants, and others to produce development sources and uses proformas for development and operating costs.

    Conduct or coordinate physical and financial feasibility analysis of development proposals.

    Prepare annual department budgets; and monitors all division expenditures and procurement.

    Ensures all contracting activities are performed following local, state, and federal rules, regulations, and laws following HABD policies and procedures.

    Ensures that project planning and implementation are performed following HUD guidelines, policies, a five-year implementation plan, HABD's high-performance quality standards, and procurement policy and procedures. Coordinates staff activities, prepares and submits all documentation to meet HUD requirements and commitments for annual performance and evaluation reports, necessary budgets and budget amendments, project implementation schedules, and grant applications. Ensures timely obligation and expenditure of funds.

    Researches building products, construction techniques, and green/energy-efficient construction, and recommend building standards for HABD properties.

    Participates in various agency committees.

    Develop and implement PHA-wide processes, policies and procedures, and technology (desktop and enterprise software as applicable) for acquisition and delivery of goods, services, and construction, in compliance with all applicable Federal, State, and Local laws and rules and stays within the PHAs approved procurement policy.

    Directs pre-proposal conferences, proposal evaluation, and contract negotiation meetings.

    Liaison between contractors, architects, government officials, etc.

    Performs other related duties as assigned.

    Knowledge of record and data management, storage, and retrieval systems.

    Education and/or Experience

    Bachelors Degree in Real Estate, Architecture Engineering, Construction Management, Planning, Business Administration, Finance, or related field. Masters Degree preferred. A minimum of five (5) years of experience in Real Estate Development, Construction Management, or Property Development, including a minimum of three (3) years in a supervisory capacity. Must possess experience in multi-family real estate development and all related financing programs, including Low Income Housing Tax credits, Tax-Exempt Bonds, and FHA loan programs. An equivalent combination of education and experience may be considered.

    Some positions may require possession of a valid drivers license and the ability to be insurable under HABDs automobile insurance plan at the standard rate.

    Technical Skills

    To perform this job successfully, the employee should have strong computer skills (e.g., MS Word, Excel, PowerPoint, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
