Job Summary:
Eastern Washington University is seeking a
Manager of Public Records. This position serves as the Pubic Records Officer for EWU and reports to the Associate Vice President of Civil Rights, Compliance & Enterprise Risk Management.
- The successful candidate will be responsible for ensuring the university complies with the Public Records Act, overseeing and managing all public records requests, providing advice to campus about records retention requirements, assisting with discovery requests, and performing other tasks to assist with risk and compliance activities.

Required Qualifications:
- Bachelors degree, paralegal degree, or paralegal certificate
- Experience working with confidential information
- Strong organizational and research skills.
- Ability to pay close attention to detail for sustained periods of time
- Experience working with advanced tools in Acrobat (such as file combining, OCR, redaction, etc.) and/or Microsoft tools for searching records, such as eDiscovery.
Preferred Qualifications:
- Strong working knowledge of the Washington state public records law, civil litigation discovery requirements, and state records management practices
- Two years of experience working with public records requests or discovery under the federal or state rules of civil procedure
Other Skills and Abilities:
- Superior communication and public speaking skills (including the ability to communicate complex issues verbally and in writing to university community members and the general public).
- Demonstrated ability to maintain confidential information.
- Ability to pay close attention to detail for sustained periods of time.
- Technological skills necessary for gathering, redacting, preserving metadata.
- Ability to work well with others in collaborative, cooperative ways.
- Experience with web content management
- Knowledge of federal and state laws regarding data privacy, including, but not limited to, the Family Educational Rights and Privacy Act, Health Insurance Portability and Accountability Act, and Public Records Act.
- Maintain current knowledge of privacy and public records laws; continuously monitoring legal changes.
- The Public Records Act requires EWU to have records available for inspection during normal business hours. This position requires the public records officer to be physically present at EWUs Cheney campus during business hours.

Responsibility / Duty: Public Records Officer
- Serve as the Public Records Officer for Eastern Washington University. Responsible for ensuring the university complies with the Public Records Act, chapter 42.56 RCW.
- Provides primary oversight and management of all public records requests to the university.
- Responds to all public records requests within five business days of receipt. Receives public records requests, identifies which departments may have responsive records, gathers records, determines which records are responsive to the request, redacts any information that must be redacted under state or federal law, prepares a redaction log, and provides the responsive records to the requestor in a timely manner.
- Coordinates with university staff and the office of Information Technology to formulate and implement searches of electronically stored information.
- Coordinates discovery requests with the Director of Risk Management.
- Assists the Assoc. Vice President for Civil Rights, Compliance & Enterprise Risk Management with gathering, preparing, and redacting records for investigations by federal or state agencies.
- Assists the Labor Relations Manager with union requests as needed.
- Coordinates and assists with responses to subpoenas, warrants, and other forms of records requests outside of public records.

** Coordinate the universitys records management program by participating in statewide meetings, updating the records retention schedule, and providing training to the campus community**Assist departments with inventorying and destroying records in accordance with the universitys records retention schedule.

Salary Information: $66,520 - $70,000 DOE
