    The City of Lodi Parks, Recreation and Cultural Services Department (PRCS) has an exciting opportunity in the Youth/Adult/Athletic Facilities, Special Events/Aquatics/Cultural Services area and invites you to apply for the position of Recreation Manager.  

    The City is home to 28 parks and facilities spanning 367 acres and features a community center, performing arts theater, a lake with river access, a nature preserve, playgrounds, picnic shelters, athletic fields, and swimming pools; all of which are managed by the PRCS Department.

    Work Where You Live - The City of Lodi is home to 65,000 residents, ideally located adjacent to Highway 99 and I-5, 34 miles south of Sacramento, 10 miles north of Stockton and 90 miles east of San Francisco.  The City of Lodi is a community surrounded by lush parks, wineries, museums, a lake and open space.

    DEFINTION
    Plans, organizes, and directs a variety of recreation and social/community programs including adult sports, youth sports, and cultural classes; coordinates community interests and participates in athletic and cultural programs; performs administrative and other related activities for the Parks and Recreation Department.

    DISTINGUISHING CHARACTERISTICS
    This is a professional level position class with significant program and administration responsibilities in the recreational and social/community area. Assignment may be in one of the core programming areas of Youth/Adult/Athletic Facilities, Special Events/Aquatics/Cultural Services, or After School Programs and Camps.  Positions in this class are assigned to major programs and are expected to effectively supervise all aspects of the program, including coordination of community resources and supervision of numerous temporary and part-time personnel.

    SUPERVISION RECEIVED AND EXERCISED
    Receives general direction from higher level personnel. Exercises immediate or technical supervision over lower level personnel, to include full-time, temporary, seasonal, part-time, and volunteers.
    Duties may include, but are not limited to the following:

    Surveys and determines community recreational and social/community interests; determines programs to be offered and resources required to implement them, including resource allocation (budget, personnel, etc). Determines the long-term needs and focus for recreation programs, including the development of optimal programs and services to meet the ever-changing needs of the community.

    Coordinates all facets of program supervision to include, but not be limited to, development, supervision, and evaluation; develop systems and processes to ensure the optimal success of the program.

    Propose, develop and enact a public relation and marketing campaign to publicize recreational events to the community; extensive community presence and involvement of the recreation supervisor should be a component of this effort.

    Program logistics including scheduling, obtaining facilities, assisting with equipment and uniform acquisition, and providing supplies and materials.

    Monitor program compliance with laws, rules and regulations related to provision of recreation and social/community services;

    Train, coach, motivate, monitor, correct, and evaluate supervisory and professional staff; recommend employee recognition, discipline and termination; approve payroll time reporting records; plan and conduct staff meetings;

    Attends conferences, meetings, and participates in various organizations and committees related to assignments.

    Assists in administration of office.

    Serves as staff to various committees.

    Other duties related to the operation of the department and the city, including additional duties that enable the department and City to meet the diverse needs of its community.
    Knowledge of:
    Principles, practices and activities of recreation and community/social programs;

    Principles and practices of program planning and implementation;

    Knowledge of safety and risk management practices as they relate to recreational and social events;

    Personnel administration and budgeting;

    Administrative processes such as purchasing, inventory control and scheduling.

    Ability to:
    Plan, organize, and direct a variety of recreation and social/community programs including adult sports, youth sports, and cultural classes;

    Research and determine recreational and cultural interests of community; marketing and public relations techniques related to program promotion and development;

    Evaluate and develop improvements in operations, procedures, policies and methods;

    Perform budgeting, personnel administration and other administrative functions; direct, plan, prioritize and supervise the work of others; plan and organize workload for efficient and effective use of time;

    Exercise initiative and creativity in program planning;

    Communicate clearly, orally and in writing;

    Establish and maintain effective working relationships with a variety of individuals.

    EXPERIENCE AND EDUCATION
    Any combination of experience and education that would likely produce the qualifying knowledge and ability. A typical combination is:

    Experience:
    Five years of progressively responsible experience as a recreation professional. Two (2) of which include supervisory responsibilities in parks and/or recreation which has included program planning, development and administration of parks master planning.  

    Education:
    A bachelor's degree in recreation or a related field.

    LICENSES AND CERTIFICATES
    Possession of a valid driver's license issued from the California Department of Motor Vehicles.

    Certification by the National Recreation and Parks Association (NRPA) as a Certified Parks and Recreation Professional (CPRP) is desirable.

    Environmental Conditions:
    Exposure to safety hazards including noise, fumes or odors, dusts or gases, chemicals, toxic materials, oil, and a variety of electrical and mechanical machinery.

    Physical Conditions:
    Functions may require maintaining physical condition necessary to see well enough to read, write and make observations, operate vehicles; hear well enough to converse on the telephone and in person; bodily mobility to occasionally walk, bend, kneel, reach, stand, crouch or climb; operate assigned office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to verbally communicate to exchange information; ability to tolerate extreme fluctuations in temperature, noise, dust, and all types of weather and temperature conditions; while performing essential functions.  Required to occasionally work nights and weekends and special events.

    EMPLOYMENT BENEFITS

    SALARY - The starting salary is the first rate shown on the job announcement. Advancement to the higher steps of the salary range is based upon merit in accordance with the Salary Ordinance and Rules for Personnel Administration. Eligibility for the first merit increase is effective after 12 months and for additional merit increases after one year intervals until the employee has reached the maximum step.

    HOLIDAY, VACATION, SICK, AND ADMINISTRATIVE LEAVE - Holiday - An average of 13 paid holidays per year. Vacation - 2 weeks paid vacation annually, increasing with length of service depending upon the appropriate labor agreement. Sick Leave - 10 days per year depending upon the appropriate labor agreement. Administrative Leave - Management/Mid-Management positions receive 80 hours per calendar year, and specified professional/technical positions receive 40 hours per fiscal year (Pro-Rated).

    HEALTH INSURANCE - Medical, Dental and Vision plans are available for employee and dependents. A portion of the premiums may be the employee's responsibility.

    LIFE INSURANCE AND LONG TERM DISABILITY - The City pays the full premium for employee and dependent life insurance, and offers a long-term disability plan that provides up to approximately 2/3 of an employee's salary.

    RETIREMENT AND DEFERRED COMPENSATION - The City of Lodi is a member of the Public Employees' Retirement System (P.E.R.S.). Lodi is not a member of the Social Security System except for the required medical contribution. Employees may participate in a 457 Deferred Compensation program.

    FLEXIBLE SPENDING ACCOUNT - Employees may participate in a Section 125 Flexible Spending Account.
