Migrant Program Coordinator and Recruiter

  • General Responsibilities

     

    • Analyze data to determine professional development needs for staff, identify academic and health/safety needs to student groups or individuals, prepare student data reports for the district and state use, write grants.
    • Collaborate with administrators, staff, parents, community groups, post-secondary personnel, and government agencies.
    • Develop and administer budget to certify that resources adhere to specifications and delivery of program services.
    • Establish, administer, and manage various comprehensive programs to provide educational services and innovative approaches to support students and families.
    • Maintain confidential records to document activities in compliance with federal funding requirements.
    • Revise and maintain the district's program bylaws.
    • Train, support, supervise migrant staff and execute administrative functions to enhance productivity and achieve objectives within state and federal compliance budgets.
    • Plan and coordinate staff professional development to address the needs of students, improve student achievement, and meet established programs/service requirements.
    • Other duties as assigned
    • Must meet state requirements for COVID 19 vaccination or an exemption to the COVID 19 vaccination as a condition of employment by the first day of work

     

    Migrant Parent Contact Duties

    • Works with school staff in developing, coordinating, and implementing efforts to strengthen student/school/community partnerships and community outreach activities.
    • Acts as a liaison between school, migrant parents/guardians, community groups, and other agencies and organizations to provide information on school programs and services and gather or relay information on school-related matters.
    • Communicate school concerns to parents about student truancy and attendance problems, behavior/attitude concerns, and health issues.
    • Coordinates and conducts parent/guardian and community involvement activities and services (i.e., Parent Advisory Council Meetings, Title I Parent Conference) with other agencies and organizations.
    • Promotes student and parent/guardian participation in school activities by ensuring dissemination and understanding of school district information via parent advisory council meetings.
    • Schedule home visits as directed.
    • Facilitates transportation for students and families to conferences/training
    • Organizes and prepares materials and contacts and presenters for monthly parent /family meetings.
    • May work variable hours to attend meetings, training, etc., as directed.

     

    Migrant Graduation Specialist Duties

    • Empower students to be self-directed and advocate for their own needs
    • Build positive relationships with students to prevent them from dropping out recover those who have already dropped out.
    • Build positive relationships with families, educators, and community organizations to support migrant student success.
    • Facilitate access to existing services or programs for migrant students, including Tutorial and credit recovery support, Assessment preparation, Study and test-taking skills development, Leadership skills development, Career and post-secondary planning, College admission preparation, Scholarships Assistance, Other resources.
    • Provide supplemental academic advising.
    • Work with students in multiple settings, such as office visits, home visits, classroom observations, attendance at extracurricular events, etc.
    • Identify the students' social, emotional, and physical needs and make referrals to school or outside agencies and resources.

     

    Recruiter Duties

    Identification and recruitment include seeking out and identifying children who potentially qualify for the migrant program, completing the paperwork necessary to establish their eligibility, and enrolling them in the program.

    • Actively identify and recruit all eligible migrant children residing in the school district and community from 0 through 21 years of age immediately upon arriving to the school district/community by visiting homes, community, businesses, and schools and completing the Certificate of Eligibility (COE) if determined eligible according to state/federal guidelines.
    • Survey the area regularly to confirm the location and presence of migrant workers and their families and develop an identification & recruitment plan.
    • Annually revalidate all families' most recent move information.
    • Network with organizations and agencies that provide services to migrant workers and their families for identification and recruitment and facilitate collaboration/coordination between families, schools, and appropriate resources to assist in areas of need.
    • Assist records clerk and parents with migrant program physicals according to the Washington State Migrant Education Health Program.
    • Share with migrant parents and students information regarding the Migrant Education Program and all school services/programs available to them, and maintain a file of local resources for referral services.
    • Refer migrant families to appropriate health, social or legal services to meet the needs of the migrant student's successful participation in school.
    • Review MSIS reports, maintain records and files of migrant students, prepare documentation such as identification and recruitment plan and recruiter log, which reflects all recruitment time and activities, and submit to MSDRS as requested.
    • Works with a flexible schedule, including evening hours.
    • Assist with/attend Parent Advisory Council (PAC) meetings.
    • Attend all required training sessions provided for the recruiter by the Migrant Education Program. 

     

    Minimum Qualifications

    • High School graduate, or GED.
    • AA degree, or 48-semester credits or 72-quarter credits from an institution of higher education, or having successfully passed the Washington State Academic Assessment Praxis II Para Pro Test (WASST).
    • Dependable, trustworthy, experience working with children and adults, good time manager, initiative

     

    Terms of Employment

    Starting Date:  21-22 School Year

    Salary:  Per PSE Salary Schedule

    Hours:  8 Hours per Day, 8:00 a.m. to 4:30 p.m.
