Recruiting Manager implements and manages processes to attract, evaluate, and refer candidates for open positions through recruiting website, employee referrals, on-site recruiting and other sourcing methods. Oversees an organization's recruiting program, policies, and procedures. Being a Recruiting Manager evaluates and communicates key metrics to recommend appropriate recruitment strategies and ensure positions are filled efficiently and effectively. Reviews and approves content and placement of advertisements and job postings. Additionally, Recruiting Manager secures appropriate resources for staff to be successful. Maintains relationships with schools, advertisement, and recruitment agencies. May be responsible for the recruitment process for senior level and executive positions. Requires a bachelor's degree. Typically reports to a director. The Recruiting Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.     General Summary: This role will, under the supervision of the Director of Talent Acquisition, will manage the Recruitment team and function for Volume Recruitment.

    Essential Job Functions:

    1. Partners with the executive leadership team to understand and execute the organizations talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.
    2. Manages staff when complex, specialized, and sensitive questions and issues arise.
    3. Develops new strategies and programs to attract candidates.
    4. Manages reports for weekly executive meetings and oversees all reporting with ATS and other systems as needed.
    5. Creates learning and development programs and initiatives that provide internal development opportunities for assigned employees.
    6. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in talent management.
    7.  Manages all phases of the recruitment process.
    8. Ensures that team manages application/resume file, candidate activity and retention according to company policy.
    9. Recruits for full life cycle as needed by contract. 
    10. Identifies and implements efficient and effective recruiting methods and strategies based on the available role, industry standards, and the needs of the organization.
    11. Other related duties as assigned.

    Education Requirement: Bachelor’s Degree in related field is preferred.

    Experience Requirement: Minimum (7) seven years’ experience managing all phases of the recruitment and hiring process.  Minimum of 3 years of experience managing a team of recruiters for full life cycle recruitment, inclusive of annual reviews, KPI's, deliverables.   Minimum of 5 years of experience leading a team of recruiters in a fast- pace environment in large government contracts.  Experience working with recruiters in different locations and often remote, and building and maintaining contract deliverables, exceeding expectations of client, and client interfacing experience with executive leadership. Experience and successful track record with collaborating with Program Managers, VPs, and project coordinators.   7 plus years of experience in understanding diversity recruitment for high volume recruitment, community and college outreach, and other online resources to help recruitment team attain goals for contract delivery.

    Experience in strategy and understanding contract deliverables and relating to team for overall success of the vehicle for hiring new talent. Ability to project plan months in advance to ensure deliverables are met.  Minimum of 5 years of experience with security clearance process, project coordination, and recruitment coordination of entire team. Continued outreach in community within the State of MO, with workforce and diversity hiring events.

    9. Ability to function well in a high-paced and at times stressful environment.
    10. Proactive and independent with the ability to take initiative.
    11. Experience with laws, regulations, and best practices applicable to hiring and recruitment.
    12. Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.
    13. Proficient with Microsoft Office Suite.

    Equipment Operated: Standard office equipment including computers, fax machines, copiers, printers, telephones, etc.

    Work Environment: Work performed in an office environment. Involves frequent contact with staff and customers.

    Mental/Physical Requirements: Manual dexterity for office machine operation; stooping, bending to handle files and supplies, mobility to complete errands or deliveries. Must be able to remain in stationary position for extended periods of time. Stress can be triggered by multiple demands and deadlines.
