Overview

The Refinery Maintenance Manager is responsible for overall management of the maintenance function in the refinery. This role is a critical member of the site leadership team and is responsible for the repair and maintenance activities of the refinery. It is also responsible for the direct oversight of a staff of the craftsmen workforce and Maintenance Management Team. The Maintenance Manager is responsible for driving implementation and continuous improvement by adhering to the established procedures and practices, assuring the safety, quality and quantity of the products produced.

Responsibilities

• Provide strategic and operational direction and decision-making to the Maintenance staff in support of company goals and objectives
• Assure Maintenance Team performs work safely and in compliance with environmental regulations
• Champion the Computerized Maintenance Management System (CMMS)
• Regularly review metrics and provide feedback to Maintenance and Refinery Staffs
• Develop and implement corrective action initiatives and programs to improve maintenance performance as required
• Responsible for managing preventive and predictive maintenance initiatives and programs
• Oversee all contractor activities utilized to supplement Maintenance Department
• Lead and mentor Maintenance Staff and conduct employee evaluations for direct reports
• Develop annual operating and capital budgets for the Maintenance Department
• Oversee and manage expenditures and continuously track, manage and adjust spending to ensure performance to budget plans
• Participate in setting strategic direction, policies, and assist in overall decision-making in regards to operation of the entire facility as a contributing member of the Refinery’s Management staff
• Manage all personnel issues across the Maintenance group including employee complaints and concerns, disciplinary activities, annual performance appraisals, and training needs.
• Ensure all Corporate & HR personnel policies and practices are understood and enforced
• Establish a working relationship with other staff and departmental managers to be sure activities across the Maintenance team support their needs as customers.
• Support overall facility planning activities in regards to new equipment installations, building changes, and refinery equipment repair to support of business needs
• Ensure maximum uptime of all equipment through the extensive use of preventive maintenance
• Utilize up-time as the key metric to determine success of the team
• Ensure maintenance resources are properly staffed and managed to meet refinery expectations
• Perform other duties as assigned

Supervisory Responsibilities:

• Oversees the Technician and Facilities Maintenance roles
• Hire and train maintenance department staff
• Organize and oversee the schedules and work of maintenance staff
• Conduct performance evaluations that are timely and constructive
• Handle discipline and termination of employees as needed and in accordance with company policy

Education and Experience:

• Bachelor's Degree in a Technical or Engineering discipline or ten (10) years of progressive maintenance experience in refinery, chemical, petrochemical or industrial facility including five (5) years in maintenance or engineering leadership role required
• Master's degree in Business, Technical, or Engineering discipline preferred
• Ten (10) years of maintenance leadership experience in refining facility preferred

Physical Requirements:

• Must be able to pass a physical test of pushing, pulling, and lifting a minimum of 50 lbs
• Must be able to traverse property and facility to diagnose building issues and plan repairs or maintenance
• Must be physically able to perform repairs when needed
• Prolonged periods sitting at a desk and working on a computer
• Must be able to climb ladders and or stairs on tanks, vessels and structures; wear respirator; work around equipment containing high pressures and temperatures and various chemicals
