    JOB SUMMARY

    The Human Resources Manager is responsible for developing and administering the Port’s human resources and employee benefits programs to recruit, hire and retain a qualified workforce in support of the Port’s mission and goals.

     

    ESSENTIAL FUNCTIONS

    Human Resources Management:

    • Create and maintain legal, efficient and value-added human resources programs in support of the Port’s mission and goals.
    • Maintain a personnel record keeping system that ensures accurate and timely documentation/information flow concerning employee files, data, and transactions. Utilize the Port's web-based payroll/HR system to maintain electronic record keeping systems and generate ad-hoc reports.
    • Consult with supervisors and employees as appropriate, concerning personnel issues such as staffing, discipline, performance management/appraisal, HR policy, procedure, contract interpretation and adherence to state and federal labor law.
    • Write and maintain job descriptions.
    • Draft personnel policy and procedure for review by the Executive group and legal counsel.
    • Assure legal compliance with local, state and federal law and regulation.

    Benefit Administration:

    • Coordinate with the Payroll/Benefits Administrator to assist in the administration of the Port’s employee benefits programs, including coordination with the Port’s benefits broker, PEBB (or other medical plans) and the Washington State Department of Retirement Systems (DRS).
    • Assist in the processing of benefit enrollments and premium changes for all employee groups and maintain corresponding electronic employee files. 
    • Assist in the education of employees concerning the Port’s benefits plans, and assist them with enrollment, eligibility, and claims issues. Troubleshoot issues as appropriate with benefits broker.
    • Coordinate leave administration with payroll.
    • Serve on the Port’s Health Benefits Committee, providing information as necessary for discussion, and serving as a liaison with the Port’s benefits broker.
    • Assist with the maintenance of external data systems, interfaces and enrollment reporting with plan providers as necessary. 

    Recruitment

    • Manage recruitment processes to ensure fair and equitable hiring practices. Create recruitment plans, prepare job announcements and advertise as appropriate.
    • Assist hiring managers with the interview process, draft interview questions, schedule interviews and coach interview committees in non-discriminatory practices.
    • Attend job fairs and participate in other community outreach activities in promoting the Port and Port employment. 

    Employee and Labor Relations

    • Serve as the Port’s main contact for reports of harassment and discrimination, conducting investigations as necessary.
    • Provide support to employee and supervisors on a wide variety of workplace issues that may affect attendance productivity, job satisfaction and equity.
    • Manage grievance processes for unionized employees.
    • Perform issue analysis and report on topics related to union contract negotiations such as wage rates, benefit trends, language proposals, and other contract terms. Assist the Finance Office in completing budget analyses on financial proposals.
    • Serve as a member on the collective bargaining negotiating team.
    • Maintain detailed knowledge of all collective bargaining agreements.

    Classification and Compensation

    • Assist the Executive Director in formulating overall compensation strategies.
    • Conduct salary surveys to gauge the Port’s competitiveness within the labor market. Recommend exempt staff salaries and salary adjustments.
    • Maintain FLSA exemption documentation and historical compensation records.
    • Maintain and revise classification systems for non-exempt positions as necessary.
    • Respond to salary survey requests as appropriate.

    Training

    • Plan and conduct new employee orientation to foster a positive response toward the Port’s mission and goals.
    • Arrange in-house training for supervisors and employees using both internal and external resources as requested.

    Recognition

    • Plan and organize employee recognition events such as the annual Port picnic and the year-end Employee Recognition Event.

    Payroll

    • Serve as primary backup to the Payroll Administrator in the event of their scheduled absence(s).
    • Maintain functional knowledge of payroll processes.

    Requirements

    KNOWLEDGE, SKILLS & ABILITIES (KSA’s) REQUIRED OF ALL EXEMPT EMPLOYEES:

    • Demonstrate expertise specific to their profession, and maintain appropriate licensing/certification. 
    • Possess intermediate level personal computer skills and the ability to effectively utilize electronic communication systems. 
    •  Display the diplomacy necessary to address sensitive issues or complaints—both public and private.
    •  Demonstrate effective conflict resolution and personal negotiation skills.
    •  Exhibit high ethical standards in the execution of position responsibilities.
    •  Cultivate and contribute to a dynamic, team-oriented work environment by being responsive, timely, respectful and knowledgeable.
    •  Communicate effectively in English, including the ability to read, write, analyze and interpret written material. 
    •  Have the ability to make effective and persuasive group presentations.
    •  Have the ability to obtain a Transportation Worker Identification Credential (TWIC).
    •  Possess a valid driver’s license and maintain insurability under the Port’s auto insurance plan.
    •  Respond to evening, night and or weekend concerns/needs as required to fulfill position responsibilities.

    PREFERRED WORK EXPERIENCE: 

    • Five (5) years’ experience in the administration of human resources and/or benefits programs in the public sector.
    • Experience with labor relations and negotiations.

    PREFERRED KNOWLEDGE, SKILLS & ABILITIES: 

    • Bachelor's degree (B. A.) in Business Administration, or a closely related field.
    • PHR/SPHR, SHRM or CEBS certification.
    • Mathematical skills sufficient to complete salary, benefit and budget calculations.

    HIRING RANGE

    $85,000-$95,000
