      Hiawatha Valley Education District provides special education services to 13 School Districts and 2 Charter Schools within five counties of southeast Minnesota: Fillmore, Houston, Olmsted, Wabasha, and Winona. Hiawatha Valley Education District also has a Setting IV Behavior Program, located in Kellogg, MN that provides programming for grades K-12 students with challenging behaviors currently receiving special education services. Hiawatha Valley Education District provides programming for students with Autism Spectrum Disorder located in Hokah, MN.       POSITION:
      In this role, the Human Resources Manager will perform human resources related duties in the following functional areas: recruitment and onboarding, engagement and retention strategies, labor relations, policy and compliance, leave of absence administration, HRIS, and employee relations.

      QUALIFICATIONS:
      • 3-5 years of Human Resources experience in a high growth and change-oriented environment required
      • Bachelors in Human Resources Management or related field strongly preferred
      • SHRM-CP or SHRM-SCP preferred
      • Strong communication skills, consulting skills, and problem solving skills
      • Business and operations acumen when making decisions
      • Experience with and ability to implement and work with a variety of Human Resource Information Systems (HRIS)

      RESPONSIBILITIES INCLUDE (but not limited to):
      • Manage all aspects of the employee life cycle, such as recruiting, onboarding, learning & development, and exit interviews.
      • Assist Directors of Special Education with employee relations including performance, coaching, workplace conduct, employee concerns and complaints.
      • Implement, maintain and communicate policies, procedures, laws, standards and other government and state regulations.
      • Create working relationships with union officials to adhere to terms of union contracts.
      • Manage grievance procedures by answering and settling grievances, and by scheduling hearings between union personnel and supervisor.
      • Communicate and administer Family Medical Leave Act (FMLA) paperwork to employees.
      • Work with Minnesota Department of Education for licensure compliance.
      • Supervise Payroll/Benefits Coordinator and CSPD Coordinator
      • Implement, manage, and work with a variety of HRIS
      • Attend Board of Director meetings and work with Board of Director committees
      • Other duties as assigned.

      TRAVEL REQUIREMENTS:
      • This position works out of the District Office in Winona, MN. This position will be required to travel between HVED programs in Kellogg, MN and Hokah, MN.
