    Purpose of Classification

    Under general direction, supervises and coordinates assigned environmental compliance programs for stormwater within the LRGV TPDES Stormwater Task Force (Task Force) membership; coordinates environmental sustainability initiatives; coordinates assigned activities with other staff members, consultants, outside agencies, participating MS4 stakeholders and the general public; provides highly responsible staff assistance to the Cameron County Department of Natural Resources.

    This a broad classification. Duties and assignments may overlap depending on the operational needs of the Task Force, County and staffing levels.

    Essential Functions

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.


    1. Coordinate the organizational and operational activities for assigned environmental compliance programs such as MS4/stormwater and for sustainability initiatives.

    1. Direct, coordinate, and review a work plan for assigned environmental compliance and sustainability program services, activities, and projects; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems; recommend and implement applicable policies and procedures.

    1. Analyze and evaluate all local, state and federal environmental and related laws, regulations, and ordinances governing assigned programs to ensure program compliance and opportunities.

    1. Manage, update, and enhance the Task Force's and County's SWMP.

    1. Assist in the identification and recruitment of regional stakeholders for membership in the Task Force.

    1. Participate in the development and administration of assigned program budget; forecast funds needed for staffing, equipment, materials, and supplies; monitor and approve expenditures; recommend adjustments as necessary.

    1. Provide staff assistance & serve as technical resource to various County departments; participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary.

    1. Develop protocols and maintain organized records to document and track compliance with MS4 permit/program requirements. Create and manage a database for the documentation of requirements and information necessary for mandated MS4 reports.

    As part of the region's MS4 permit/program, Coordinator shall assist with planning and implementing the policies and procedures outlined in the regional SWMP. The Coordinator shall establish methods that comply with the following six

    (6) Minimum Control Measures (MCMs) and demonstrate compliance and measurable goals with Best Management Practices (BMP):


    • Public Education and Outreach - Develop public educational materials across various mediums
    • Public Involvement and Participation-work with MS4s/Cameron County to ensure annual compliance measures are met by providing technical support.
    • Illicit Discharge and Elimination - Maintain digital inventory of stormwater outfalls and perform on-site inspections.
    • Construction Site Runoff Control- work with MS4s/Cameron County to ensure annual compliance measures are met by providing technical and training support.
    • Post-Construction Stormwater Management - Provide support to routine inspections of all regulated BMPs.
    • Pollution Prevention / Good Housekeeping- work with MS4s/Cameron County to ensure annual compliance measures are met by providing technical support.

    1. Work with Task Force members and partnering local governments to assure compliance with local, state and federal mandates associated with the SWMP.

    1. Serve as a technical resource on sustainability initiatives, to include, but not limited to programs with the TCEQ, TGLO, TWDB, USACE, and USEPA; work with County departments to establish sustainable practices and track progress in achieving sustainability goals and objectives.

    1. Identify grant opportunities, prepare grant applications, and assist in the administration of grant funds.

    Must possess and maintain a valid Texas driver's license.


    Minimum Qualifications

    Education and Experience

    • Bachelors degree or higher in a related field with five years or more of related experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
    • Certification on stormwater management and inspections are desirable.
    • Five years of experience working for municipal or county government.
    • Regional understanding of stormwater, drainage and watershed initiatives.

    Knowledge of:

    • Stormwater processes and water quality regulations and
    • General Permit for Stormwater Discharges from Municipal Separate Storm Sewer Systems (MS4), and total maximum daily load (TMDL) requirements.
    • Municipal zoning and
    • Operational characteristics and activities of environmental compliance
    • Principles and practices of wastewater discharge inspection and investigation, sample collection, and analysis.
    • Principles and practices of hazardous materials management and
    • Principles of project
    • Principles of municipal budget preparation and
    • Pertinent federal, state, and local laws, codes and
    • Pertinent grant opportunities and the ability to prepare, submit and monitor all grant activities and outcomes.

    Ability to:

    • Coordinate the organization, staffing, and operational activities for assigned environmental compliance programs.
    • Understand diverse scientific and engineering concepts and
    • Conduct independent research of emerging environmental mitigation strategies and
    • Supervise, direct, and coordinate the work of lower level
    • Interpret and explain local, state and federal environmental program policies and
    • Prepare clear and concise Submit time-sensitive reports efficiently.
    • Read, comprehend, and explain complex technical documents and
    • Communicate clearly and concisely, both orally and in
    • Establish and maintain effective working relationships with those contacted in the course of work.
    • Ensure all grant awards are implemented, monitored, financially accurate and closed out as per funder requirements.

    Physical Ability: Sufficient physical ability necessary for sitting, standing, and walking for prolonged periods of time; ability to operate motorized vehicles; requires climbing, kneeling, bending, and twisting while performing inspection duties; requires working outdoors during both normal and inclement weather.

    • Vision - See in the normal visual range with or without correction; ability to read computer screens and printed documents.
