Job Summary:
Compass Point Federal (Compass Point) is looking for a Project Manager / Site lead to lead a contract award supporting a mission-oriented program located in Ft. Huachuca. This individual will serve as the contract main point of contact to the Government stakeholders and an advisor on matters related to delivering engineering and programmatic capabilities to organizations and operational users. The responsibilities also include leading or supporting key initiatives to assist the client and/or Compass Point to identify opportunities and maximize value gained from new investigative technologies.
Job Responsibilities:
Serve as the primary point-of-contact for the client agency for all matters pertaining to the contract. Must be readily accessible by the COR and Government leadership via telephone and email. S/he will work closely with the COR to ensure the attainment of all contract goals and objectives, as well as successful implementation of day–to-day activities.
Manage the overall contract activities in support of the operation and maintenance (O&M) of the Ft Huachuca HF Gateway Station, Libby antenna field, Army MARS membership administration functions, exercise support and documentation functions. PM will also oversee contingency communications support capabilities to support Army, Joint and Federal Agency, and Defense Support to Civil Authority (DSCA) for contingency and training operations.
Provide technical assistance to the radio operators and MARS volunteers on all operational and technical issues regarding the gateway operations.
Provide overall direction of program activities and personnel.
Responsible for program oversight of budget, planning and scheduling, progress reporting, earned value, performance analysis, technical risk analysis, financial planning, quality assurance and quality control, and delivery of services.
Provide program leadership to assigned project teams and monitor assigned project managers to ensure that appropriate technical and administrative personnel are assigned to the program.
Manage contract functional area or business line programs that are sensitive or critical in nature, broad in scope and impact, and significant in terms of company-committed resources.
Provide senior interface between client and company resources and manager assigned programs to meet client requirements.
Work with the client and company leadership to assist in establishing policy and strategic direction for programs.
Communicate with senior levels of the client on a frequent basis.
Ensure client satisfaction with company performance.
Support corporate initiatives, proposals, and business development efforts as requested.
Must be willing to travel up to 25-50% as required.
Minimum Qualifications:
BA/BS in applicable discipline such as Criminal Justice, Electrical Engineering or Computer Science, or equivalent education/experience.
5 Years of related technical and managerial experience. Ability to manage complex program activities and act as customer liaison for program progress reports
A valid license issued by the Federal Communications Commission (FCC) (i.e.: commercial radiotelephone or telegraph license; or General Class Amateur Radio License); requisite civilian experience such as communications technician, or equivalent Military Occupational Specialty (i.e.: 25C radio operator-maintainer; 25A communications officer; military radio operator and repair specialty, etc.)
Radio operations experience to include a broad knowledge of military specification tactical HF radio systems as well as commercial/amateur radio HF/VHF radio systems, HF propagation, tactical HF antenna systems and experience designing and building field expedient HF antenna systems.
Technical knowledge of military tactical HF radio systems, to include using CPA software for planning voice and digital operations.
Management experience in the radio communications field.
Strong management and relationship building skills;
Strong written and communications skills in the English language; and
Experience with government or non-government organizations in managing international development assistance projects is preferred, but not required.
Excellent written and verbal communication skills (written and verbal) with experience briefing senior federal executives
Working knowledge of Microsoft Office applications
Working knowledge of and access to Spectrum XXI or the current DoD spectrum management tool to include an understanding of frequency interference deconfliction and interference reporting requirements.
Technical knowledge of HF/VHF radio operations to develop an effective training program for Army MARS members.
Basic understanding of the National Incident Management System and Incident Command System used in Federal and State emergency operations centers and completed FEMA online provided courses ICS 100 and 200.
